About this file

This is Addendum No. 1 to an Invitation to Bid issued by Brunswick County Public Utilities in North Carolina for plumbing work associated with the Longwood Road Sewer Project (DWI Project No. SRP-W-ARP-0297-CN3). The addendum, issued on April 15, 2026, clarifies specifications and answers questions related to the installation of new building sewer plumbing from approximately 200 residences to the County-installed grinder pump system, including disconnection and proper abandonment of existing plumbing to septic tanks. Sealed bids must be received by 2:00 p.m. ET on April 22, 2026, at the Brunswick County Public Utilities Operations Center, 250 Grey Water Road NE, Supply, North Carolina, where they will be publicly opened and read aloud. No pre-bid meeting attendees were recorded for the March 12, 2026 scheduled meeting. The addendum clarifies that the 200 connections represent an estimated quantity for bidding purposes, as the County cannot guarantee an exact number of eligible connections due to factors such as electrical capacity issues, site conditions, and property owner readiness.

The addendum confirms that no bid bond is required; however, the awarded contractor must furnish Performance and Payment Bonds, each equal to 100 percent of the contract price, to be submitted only after Notice of Award. All costs associated with obtaining bonds and overhead shall be borne by the selected contractor. Brunswick County will waive all County-related fees, including permitting fees, for the grant; however, the plumbing contractor remains responsible for submitting permit applications and obtaining all required approvals. The County Inspector will facilitate initial site assessments and introductions; ongoing scheduling and day-to-day coordination remain the contractor's responsibility. The Davis-Bacon Act General Decision has been updated to NC20260078 and must be incorporated into the contract. Any additions or reductions to the total number of connections will be handled through change orders, with the selected contractor required to honor the pricing specified in their original bid.

The following changes and clarifications shall be made to the Contract Documents:

Questions & Responses

The following are the questions received and the corresponding responses. These items are not presented in any particular order. These questions, responses, and notes will be part of this Addendum No. 1.

1. The Bid Documents reference 200 homes. Please confirm whether the exact number is known?

RESPONSE: The 200 connections listed in the bid document is an estimated quantity for bidding purposes, as the

County cannot guarantee an exact number of eligible connections.

It is our intention to have a final number of signoffs before executing the agreement with the awarded contractor;

however, not all of these homes may ultimately qualify for connection. For example, some homes may have electrical capacity issues that prevent installation of a grinder pump under this program, while others may have unique site conditions that make them ineligible. In addition, there are cases where a property owner has signed up but does not yet have an existing structure on the property, which would prevent us from proceeding with any plumbing connections at this time.

Any additions or reductions to the total number of connections after the contract is carried out will be handled through a change order. The selected Contractor will be required to honor the pricing specified in their original bid.

2. What is the bond requirement?

RESPONSE: There is no Bid Bond required for this project, but the awarded Contractor will be required to furnish a

Performance Bond and a Payment Bond, each equal to one hundred percent (100%) of the contract price, in the form/format included in the Bidding Documents, as set forth in the Instructions to Bidders.

These bonds are required only after Notice of Award to the selected Contractor and should not be submitted with the bid. Refer to the Instructions to Bidders, Section 11 and the General Conditions, Article 58, for additional details regarding the Performance Bond and Payment Bond requirements.

All costs associated with obtaining the Performance Bond, Payment Bond and overhead shall be borne by the selected

Contractor.

3. Will the Contractor need to coordinate with the property owner?

RESPONSE: Yes. The County Inspector will schedule a drive by with the selected Contractor once the agreement is signed and can make introductions where possible. The County Inspector can also support on number of initial site assessments/visit to the property owner to assist with introductions and provide clarification on the project, if needed.

Ongoing scheduling, day-to-day work timing, and coordination shall be the responsibility of the Contractor.

Other useful highlights:

4. Brunswick County Public Utilities (BCPU) clarified that all County-related fees, including County permitting fees, will be waived for the grant. The plumbing contractor will still be responsible for submitting the permit applications and obtaining all required approvals for the work.

5. Project Map is available below. Full list of addresses will be provided to the selected Contractor.
