About this opportunity

Harris County is soliciting bids through an ITB for a one-year term contract for paint and related items for Harris County and the Harris County Flood Control District (HCFCD), with bids due November 23, 2026. Vendors must complete and submit Form 1295 (Certificate of Interested Parties) before submitting their response, and failure to do so may result in disqualification. Harris County encourages participation from historically underutilized minority- and woman-owned businesses (M/WBEs) and expects vendors to make good faith efforts to meet or exceed county goals.

Vendors must maintain a full-line stocking supply of interior and exterior paint and operate a product distribution office in the Greater Houston-Metro area with walk-in and will-call pickup, open approximately 7:30 a.m. to 5:00 p.m. CST, Monday through Friday, except Harris County holidays. Products are ordered as needed for locations throughout Harris County. Finishes and gloss ranges must be tested to ASTM standards, with consideration for Gulf Coast environmental conditions and county refinish cycles of five years for interior surfaces and ten years for exterior surfaces. The vendor must provide a minimum two-year warranty against chipping, peeling, fading, and similar defects. Delivery is F.O.B. destination, and damaged items must be replaced or repaired at no additional charge.

The term begins on or about February 1, 2027 and runs one year, or until services ordered before expiration are delivered and accepted. Harris County may award to multiple vendors designated "Primary" and "Secondary" and may exercise up to four one-year renewals on the same terms, conditions, and pricing, subject to Commissioners Court approval. Bid pricing must be all-inclusive, covering labor, materials, equipment, testing, and associated costs, with no separate line-item rates. Prices cannot increase within ninety days of contract commencement or of any prior increase. Industry-wide changes documented by the supplying manufacturer or mill will be approved in the amount of the change, and price reductions must pass to the county as soon as the vendor receives them. Harris County may request up to two usage reports during the term, due within five working days of written request. Bids become public record upon opening, with no confidentiality exceptions.
