The contract will commence on or about February 1, 2027, and continue for one year, with satisfactory delivery and performance required through the contract term. Vendors must furnish paint and related items on an as-needed basis to various locations throughout Harris County, with all materials required to comply with federal, state, local, and municipal statutes and guidelines. The specifications require vendors to maintain a full-line stocking supply of interior and exterior paint, operate a product distribution office in the Greater Houston-Metro area with walk-in/will-call pickup service, and maintain working hours of approximately 7:30 a.m. to 5:00 p.m. CST, Monday through Friday, except Harris County holidays. Paint finishes and gloss ranges must be tested according to American Society for Testing and Materials (ASTM) standards, with consideration given to the Gulf Coast geographic area's environmental conditions and Harris County's typical refinish cycles of five years for interior surfaces and ten years for exterior surfaces. Harris County reserves the right to award contracts to multiple vendors designated as "Primary" and "Secondary" vendors and may exercise up to four one-year renewal options based on the same terms, conditions, and pricing, subject to Commissioners Court approval.
All pricing quoted on the bid table must be all-inclusive, incorporating labor, material, equipment, testing, and other associated costs, with no separate line-item rates accepted. Prices cannot be increased for ninety days after contract commencement or within ninety days of any previous price increase; however, industry-wide price changes documented by the supplying manufacturer or mill will be approved for the amount of increase or decrease only. Price reductions must be applied to Harris County costs as soon as applied to vendor's costs. Delivery shall be F.O.B. destination with products protected from damage during shipping; any damaged items shall be replaced or repaired by the vendor at no additional charge. The vendor must provide a minimum two-year warranty against chipping, peeling, fading, and similar defects under the specified working and environmental conditions. Harris County actively encourages participation from historically underutilized minority- and woman-owned businesses (M/WBEs) and expects vendors to make good faith efforts to meet or exceed county goals. Vendors must complete and submit Form 1295 (Certificate of Interested Parties) prior to submitting their response, and failure to do so may result in disqualification. Harris County reserves the right to request up to two usage reports during the contract period, detailing products and services furnished by department, with reports due within five working days of written request. All bids become public record once opened, with no confidentiality exceptions.
