About this opportunity
Thomas County Board of Commissioners has issued an Invitation to Bid (ITB) for culvert drainage replacements involving road infrastructure improvements on Lawhorne Road, Pope Road, and Rocky Ford Road. The procurement encompasses comprehensive road work including ES&PC, grading, base preparation, paving, and culvert replacements, with specific requirements for traffic control, mobilization/demobilization, and various construction elements. Mandatory pre-bid conference is scheduled for December 13, 2024, at 1:00 p.m., with final bid submissions due December 27, 2024, at 2:00 p.m. at the Thomas County Board of Commissioners office. Bidders must be pre-qualified Georgia Department of Transportation Contractors and submit a bid bond of 10% of the total bid amount. Evaluation criteria include business integrity, financial resources, performance capabilities, and prior experience in similar infrastructure projects. The project timeline requires completion within 90 days of contract execution, with a final completion date of April 29, 2025, and the county reserves the right to reject any or all bids.
The procurement opportunity is open to qualified contractors, with specific requirements including providing a $1,000,000 liability insurance certificate and furnishing performance and payment bonds at 100% of the contract value within 15 calendar days of award notification. While no specific set-aside designations for disadvantaged enterprises are mentioned, contractors must meet stringent qualification standards, including GDOT specifications and quality control management. The project incorporates FEMA time constraints necessitating expeditious procedures, with a 10% retainage held throughout the project until final completion and acceptance. Although a specific budget range is not explicitly stated, the comprehensive nature of the road infrastructure work suggests a substantial project investment. The county will conduct a committee review on January 7, 2025, with a tentative award date of January 14, 2025, indicating a structured procurement process designed to select the most qualified and competitive bidder for the culvert replacement project.
