About this opportunity
The City of College Park is requesting sealed bids on twenty Ford Police Utility Interceptor vehicles under ITB 071923, with questions due July 11, 2023, and proposals due July 19, 2023, at 9:30 a.m. EST—though the solicitation was withdrawn as of August 14, 2023, due to receipt of only one proposal and will be readvertised. A local preference applies to vendors located within College Park city limits that have maintained a staffed, fixed physical location for at least one year and hold a valid business license; local bidders may be awarded if their bid does not exceed the lowest non-local bid by more than three percent, provided all requirements are met.
The scope specifies twenty new, latest-model Ford Police Utility Interceptor vehicles in base (K8A) package configuration—one vehicle without a spotlight and nineteen with a spotlight. Vehicles must be ready for delivery to a law enforcement upfitting company within Georgia and delivered within ninety days of award. Proposers must submit detailed specifications, warranty and extended warranty options with pricing, estimated delivery dates, and delivery costs.
Contract term is one year with options to renew for four additional one-year periods. The City reserves the right to purchase all vehicles from a single dealership or multiple dealerships based on availability and may award based on multiple evaluation criteria including cost, adherence to specifications, quality, and past performance—cost is not always the determining factor.
Bidders must submit a bid bond of at least 5% of the bid amount. The successful bidder must furnish performance and payment bonds each equal to 100% of the contract amount before issuance of Notice to Proceed. Required insurance includes Workers' Compensation, Business Auto Policy ($500,000 minimum), Commercial General Liability ($1,000,000 per claim / $2,000,000 per occurrence), and Professional Liability ($1,000,000 per occurrence). The City is tax-exempt and will not pay federal or state sales taxes. The City reserves the right to reject any or all bids and will accept or reject bids within ninety days of opening.
