About this opportunity

Lubbock Power & Light (LP&L), a municipal utility in Hunt County, Texas, is requesting sealed bids for fleet trucks under ITB 7102-27-ELD, with bids due October 27, 2026 at 2:00 p.m. CST. A local-vendor preference applies: bidders whose principal place of business is in the City of Lubbock within five percent of the lowest bid may be awarded if they provide superior economic development opportunities.

The scope comprises two 3/4-ton extended-cab trucks with long wheelbase and four-wheel drive, one 1-ton crew-cab truck with utility bed, long wheelbase, and four-wheel drive, and optional extended warranties for both vehicle types. Standard manufacturer warranties of 3 years/36,000 miles (bumper-to-bumper) and 5 years/60,000 miles (powertrain) are required, with extended warranty options of 5 years/100,000 miles available. Bidders must submit a completed New Equipment Service Questionnaire, detailed warranty information, specification sheets, and a flash drive with all bid documentation.

Pricing must be submitted on an F.O.B. Lubbock basis with freight pre-paid and included. LP&L is exempt from federal excise, state sales, and transportation taxes; taxes must not be included in bids. Bidders must specify delivery time in calendar days after receipt of order; failure to specify delivery obligates the vendor to complete delivery within two weeks, with a minimum five-day delivery advantage automatically breaking tie bids. Bid prices must remain firm for a minimum of 60 days.

Award is expected two to six weeks after the opening date. Bids must be submitted electronically through the LP&L Bonfire portal. All bids must comply with extensive federal and state requirements, including suspension and debarment certifications, non-collusion affidavits, state law verifications regarding boycotts of Israel and energy companies, firearm entity non-discrimination provisions, and Executive Order 13920 compliance regarding bulk power system equipment sourcing. Addendum 1 to the ITB was posted October 8, 2026; bidders must acknowledge receipt and compliance with all addendum provisions. The pre-bid meeting has been deleted.
