About this opportunity

The Georgia Department of Transportation (GDOT) is soliciting bids from prequalified firms for demolition and removal of improvements, structures, and encumbrances in right-of-way and easement areas for the SR 24/US 441 Widening project in Morgan County, Georgia, with bids due June 10, 2026 at 2:00 PM EST.

Prequalification by GDOT in Right of Way Property Management service class E-3 (Demolition) is mandatory; bids from firms not currently listed on GDOT's prequalification roster will not be considered. GDOT has established a 15 percent overall annual goal for Disadvantaged Business Enterprise (DBE) participation, which may be met through prime contracting, subcontracting, joint ventures, or mentor-protege relationships.

The scope includes removal of a septic field (300–600 linear feet), coaxial cable, wooden and metal posts, a concrete monolith (30 inches diameter, 20 linear feet), and two plastic channel devices with associated rebar posts. An asbestos inspection conducted May 15, 2026 identified no regulated asbestos-containing materials at the parcel. All demolition debris must be disposed of in accordance with Georgia's Comprehensive Solid Waste Management Act of 1990 and Georgia Rules for Solid Waste Management, with Georgia Environmental Protection Division notification required.

Work must be completed within 30 days following issuance of the Notice to Proceed, with a $500 per day penalty for delay. The contract term is 30 days unless modified by written purchase change order. The winning contractor must provide a Performance and Payment Bond equal to 100 percent of the total bid price within ten business days of receiving the Notice of Intent to Award. Insurance requirements include workers' compensation with statutory limits, commercial general liability of $1 million per occurrence and $3 million general aggregate, and automobile liability of $1 million combined single limit, all due within ten business days of receiving the purchase order.

GDOT will select the lowest responsive and responsible bidder. Questions are due June 5, 2026 at 2:00 PM EST. A communication restriction is in effect: respondents may not contact GDOT staff except through designated Q&A channels or existing work agreements until award is announced.
