About this opportunity
The Georgia Department of Transportation (GDOT) is issuing Invitation to Bid (ITB-48400-RWPROPMGMT000671) for demolition and removal services in Gwinnett County, specifically targeting pre-qualified contractors in the E-3 Demolition service class. The procurement encompasses complete demolition and removal of structures and encumbrances located in right-of-way and easement areas, including a wood frame shed structure formerly used for law enforcement training on a concrete slab, a miscellaneous wood frame structure measuring approximately 8 feet by 24 feet with metal cross bars, and removal of all abandoned materials, construction debris, tires, and other site debris. The project is located near the northwest corner of Hi Hope Road and State Route 316 in Lawrenceville, Georgia, with all work required to comply with GDOT's Demolition Technical Specifications dated April 2018 and applicable federal, state, and local regulations. Key deliverables include site restoration with erosion control measures, final grading, temporary seeding, and submission of Georgia Environmental Protection Division Project Notification Forms through the GEOS portal. Bids are due May 28, 2026, by 2:00 PM EST and must be submitted electronically to SpecialProjectsProcurement@dot.ga.gov; questions must be submitted by May 26, 2026, at 2:00 PM EST to Stacey Allen at Sallen@dot.ga.gov. The contract term is thirty days from the Notice to Proceed, with all demolition work required to be completed within this timeframe, and award will be made to the lowest responsive and responsible bidder meeting all mandatory requirements.
Only contractors currently holding pre-qualification status for Right of Way Property Management Services from GDOT and possessing a current prequalification certificate are eligible to submit bids; any bid response received from a firm not listed on GDOT's prequalification listing will not be considered for award. Selected contractors must provide a Performance and Payment Bond equal to 100 percent of the total bid price within ten business days of receiving the Notice of Intent to Award, along with proof of workers' compensation insurance with statutory coverage, commercial general liability coverage of $1,000,000 per occurrence and $3,000,000 aggregate, and automobile liability coverage of $1,000,000 combined single limit. All bid prices must include labor, equipment, materials, and all work items detailed in the attached asbestos inspection and pre-demolition reports, and an OSHA-qualified competent person, blue card holder, and GA EPD GEOS notification documentation must be on site at all times during demolition preparation and execution. A communication restriction is in effect from the advertisement date until a successful respondent is selected and announced; respondents are prohibited from communicating about the solicitation with GDOT staff except for submitting questions as instructed, with violation resulting in rejection of the offending respondent's submittal. Failure to commence work within two weeks of providing the Performance and Payment Bond or failure to complete work by the established deadline may result in contract termination and removal from GDOT's pre-qualified contractors list for one year. No specific budget range or award value was disclosed in the solicitation documents.
