The Georgia Department of Transportation (GDOT) has issued an Invitation to Bid (ITB-48400-RWPROPMGMT000437) for demolition, abatement, and removal services in Morgan County, specifically at 1011 Apalachee Road in Madison. The project involves comprehensive demolition of multiple structures, including a 1,780 sq ft house, a 472 sq ft garage/shed, a 1,615 sq ft pole barn, a 2,538 sq ft hay barn, and two small animal coops, along with associated site improvements such as fencing, concrete pads, and utility infrastructure. Bidders must be prequalified by GDOT in Right of Way Property Management Services, with specific requirements for Asbestos Abatement (E-2) or Demolition (E-3) service classes. The solicitation requires contractors to perform asbestos abatement of identified materials, including flashing mastic, window glazing, drywall joint compound, and vinyl flooring. Bids are due on December 18, 2024, by 2:00 PM EST, with a contract term of 30 days from the Notice to Proceed. GDOT will select the lowest, responsive, and responsible bidder based on an analysis of submitted bid prices.
The procurement has a 15% Disadvantaged Business Enterprise (DBE) participation goal and includes specific restrictions on communication with GDOT staff from the advertisement date until a successful respondent is selected. Potential bidders must obtain prequalification through GDOT's website, with unqualified firms being ineligible for award. The successful contractor must provide a Performance and Payment Bond equal to 100% of the total bid price within 5 business days of award notification. Insurance requirements include Workers Compensation coverage and Commercial General Liability coverage with limits of $1-3 million. The bid tabulation reveals seven submitted bids, ranging from $19,900 to $58,912, with Clean and Green Environmental Property Solutions Group Inc. identified as the lowest bidder at $19,900. All seven vendors were deemed eligible for award, with no suspensions or terminations on record. The project includes mandatory erosion control requirements and must comply with Georgia's environmental regulations.
