About this opportunity

The School Board of the City of Hampton, Virginia is requesting bids on gymnasium and hardwood floor refinishing and refurbishing services across 17 Hampton City Schools facilities under ITB 27-270332/AB, with bids due September 15, 2026 at 11:00 a.m. EST. This is an on-call, as-needed contract awarded on a firm fixed-price basis with separate Purchase Orders and Notices to Proceed issued for each individual project.

The scope encompasses screening and recoating as well as comprehensive sanding and refinishing of gymnasium floors and stage areas to industry standards, leaving finished floors in like-new condition. Gymnasium square footage varies by facility, ranging from 378 square feet at Moton Elementary to 17,700 square feet at Phoebus High School; stage areas span 900 to 3,565 square feet where applicable. Contractors must respond to service requests within 24 hours and perform work during normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.), subject to building administrator approval. All products, including sealers, paints, and finishes, must comply with Virginia's Volatile Organic Compound Emission Standards, with Sika-WP-8 450 VOC One Coat Polyurethane as the assumed product. Contractors must provide their own electrical generators for sanding equipment, obtain all necessary permits, and remove discarded materials from job sites. For each renewal period, fees may increase to the lesser of the CPI-U percentage change or three percent. Hampton City Schools reserves the right to award multiple contracts if determined to be in its best interest.

No pre-bid conference is scheduled. Addendum 1, issued September 8, 2026, clarifies that no pre-approved list of schools is currently available and confirms the total project scope. Bidders must acknowledge receipt of the addendum or their bid may not be considered. The procurement officer is Alicia Brown, Senior Buyer, Consolidated Procurement Division, 1 Franklin Street, Hampton, VA 23669; telephone 757-727-2196.
