About this opportunity
The City of Hampton, Virginia is requesting bids for structural repairs to 100 Exploration Way under ITB 27-16TM, with bids due September 24, 2026 at 11:00 a.m. (extended from September 17 by Addendum 1). Attendance at a mandatory pre-bid conference is required; the original pre-bid was scheduled for August 19, 2026 at 10:00 a.m. on-site. MBE/WBE subcontracting goals of 4.34% for minorities and 3.82% for non-minority women apply, with bidders required to submit a certified SWAM vendor subcontracting plan.
The project involves structural reinforcement of the existing 911 Emergency Operations Center to meet Risk Category IV classification under the 2021 International Building Code and Virginia Uniform Statewide Building Code. The primary scope consists of reinforcing fourteen existing HSS8x8 diagonal braces using 1/4-inch thick continuous steel reinforcing plates welded to all four sides of each brace. All structural steel must comply with AISC 360-16 specifications, be fabricated from new ASTM A36 steel, and be welded to AWS D1.1 standards using E70XX electrodes. Third-party visual inspection of all steel plate installations and welds is required. The contractor must submit shop drawings for approval before fabrication, perform field verification of vertical brace lengths, assume responsibility for all dimensional accuracy, and complete reconstruction and repair of all removed building elements upon completion.
Sealed bids must be submitted electronically via DemandStar only. Bid bonds equal to 5% of bid amount are required for projects exceeding $100,000. Performance and payment bonds equal to the contract amount, commercial general liability insurance of $1,000,000 minimum, $5,000,000 umbrella coverage, and builder's risk insurance at 100% of projected completed value are required. The contract incorporates a liquidated damages schedule ranging from $350 to $3,100 daily depending on contract value, with extensions granted only for approved changes, City suspension, or unusual weather. Payment is made within thirty days of invoice with 5% retained until completion. All bid inquiries must be submitted in writing by the deadline specified in addenda.
