About this opportunity

Crook County School District is issuing an Invitation to Bid (ITB 260128) for the complete replacement of the existing fire alarm system at Crook County High School. The procurement seeks a qualified Fire Systems Contractor to remove the obsolete proprietary Simplex fire alarm system and install a new, non-proprietary Potter fire alarm system that complies with current fire and life safety codes. Deliverables include removal and installation of fire alarm control equipment, replacement of all fire alarm initiating and notification devices (smoke detectors, heat detectors, duct smoke detectors, strobes, and horn/strobe devices), installation of combination smoke and carbon monoxide detectors, integration with existing fire sprinkler and fire pump monitoring systems, design and permitting services, and site restoration with as-built drawings and operation and maintenance manuals. Bidders must comply with prevailing wage rates and obtain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation insurance. The evaluation criterion is the lowest responsive bidder meeting all mandatory requirements, with the district reserving the right to negotiate terms, conditions, scope, and price. Sealed bids must be received by 1:00 p.m. local time on Wednesday, March 25, 2026, at Crook County School District, 471 NE Ochoco Plaza Drive, Prineville, Oregon 97754. A mandatory pre-bid walkthrough is scheduled for March 13, 2026, at 11:00 a.m. at 1100 SE Lynn Blvd., with preliminary work beginning on or after May 4, 2026, substantial completion required by August 31, 2026, and final completion by November 6, 2026. Bids remain irrevocable for 60 days following the bid closing date.

The solicitation documents do not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent contractor information. All contractors must complete fingerprinting and background checks and comply with sexual conduct training and reporting requirements for suspected abuse or misconduct. The district requires bidders to submit one original and one electronic PDF copy of their bid sealed in an opaque envelope and reserves the right to cancel the procurement, reject any or all bids, or terminate the contract upon written notice if the contractor fails to meet the district's needs. The contract will be awarded as a Professional Services Agreement for the duration of the project, subject to Oregon Revised Statutes and Administrative Rules. Interested bidders should contact Leland Bliss, Director of Operations, at Crook County School District, 797 E. 1st St., Prineville, Oregon 97754, or by phone at (541) 447-4419, or via email at facilities@crookcountyschools.org for additional project details and specifications.
