About this opportunity
The Alaska Department of Corrections is soliciting sealed bids for the delivery and installation of one modular office building/job trailer at the Ketchikan Correctional Center (KCC) located at 1201 Schoenbar Road in Ketchikan, Alaska. The procurement encompasses all shipping, freight, handling, labor, materials, equipment, delivery, and applicable travel costs associated with delivering and placing the unit in a pre-designated area. The modular office building must be approximately 42 feet by 12 feet in dimension and include two offices (approximately 12 feet by 11 feet each), a common area, one restroom with toilet and sink, wood paneled or equivalent interior walls, vinyl or carpeted floors, grid ceiling with LED lighting, electrical breaker panel with data ports and VoIP capabilities, horizontal slider windows, vision panel doors, wood/vinyl/metal siding exterior finish, I-Beam outrigger frame, single ply roof membrane, and central electric heating. The contractor must place and level the unit at the designated location (excluding power and plumbing connections), provide a one-year warranty for parts and labor, furnish equipment manufacturer's operation and maintenance warranty, and deliver as-built drawings. All work must be performed between 7:00 AM and 5:00 PM, seven days per week, with no overtime allowed unless DOC approval is obtained. Bidders must submit a 5 percent bid guaranty in the form of an acceptable bid bond or certified check and are required to provide 100 percent performance and payment bonds upon contract award. The sealed bid deadline is February 18, 2026, at 2:00 PM local time (extended from the original February 6, 2026, deadline per Addendum One), with questions due by February 11, 2026, at 4:00 PM local time. Substantial completion is required by May 11, 2026, with final completion by May 25, 2026. A pre-bid site visit is available upon request by contacting Project Manager Shawn Ratliff at (907) 269-7035, and prospective vendors must submit a Clearance Form and PREA Form at least 72 hours in advance for background clearance.
This wholly state-funded project qualifies bidders for Alaska Bidder Preference (5 percent), Alaska Veteran Preference (5 percent, not to exceed $5,000), Alaska Product Preference, and Alaska Military Skills Preference (2 percent, not to exceed $5,000). The contract will be awarded to the lowest responsible and responsive bidder. All subcontractors must possess valid Alaska Business Licenses and Contractor Registration Certificates at the time of bid opening, and all personnel must undergo security clearance and background checks prior to commencing work, with strict compliance required regarding Department of Corrections security requirements including tool inventory controls, contraband prohibition, and facility access restrictions due to the active correctional facility environment. No incumbent vendors or current contractors are identified in the solicitation documents. The estimated project cost ranges from $200,000 to $225,000. Vendors receiving this solicitation from the State's Online Public Notice website must register with the Procurement Office to receive subsequent amendments; failure to register may result in bid rejection. Procurement Specialist IV Erin Messing can be contacted at (907) 465-8169 or erin.messing@alaska.gov for bid documents and additional information.
