The scope involves removal, modification, fabrication, and reinstallation of east-side handrail and fencing components to eliminate clearance conflicts and operational restrictions. Estimated quantities include 122 bolts with hardware, three handrail assemblies, 59 post joint sub-assemblies, 2 end joint sub-assemblies, and chainlink fence fabric and fittings. Handrail assemblies must be HSS ASTM A500 Grade B with hot-dipped galvanized coating per ASTM A123 or spray metallized zinc/aluminum coating. All welders must be AWS D1.1 qualified; all welds require 100% visual inspection with at least 25% magnetic particle testing. Fabrication must follow AREMA 2018, AWS D1.1, and AISC 14th Edition standards. Field welding on existing bridge structures is prohibited unless approved by the engineer.

The contract period starts at a TBD date in 2026, with substantial completion by November 15, 2026, and final completion by December 15, 2026. Work may occur weekends and nights due to barge schedules; coordination with ARRC personnel is required, and work windows typically allow 6-hour daily windows during off-passenger season and 2-hour windows during passenger season. Funding is through ARRC internal funding. Award goes to the lowest responsive and responsible bidder. Bid security of 5% of the bid price is required. Payment and performance bonds each equal to 100% of contract value are required. Alaska prevailing wage or U.S. Department of Labor Davis-Bacon wages (whichever is higher) apply; contractors must submit weekly certified payrolls within seven days of each pay period.
