About this opportunity

Citrus County, Florida is soliciting bids for FDEP-approved alternative daily cover (ADC) material for the Citrus County Central Landfill under ITB 26-116, with bids due September 9, 2026 at 2:00 PM and questions due August 28, 2026 at 4:00 PM.

Only FDEP-approved ADC products are acceptable; no alternatives or equivalents will be considered. The material must be compatible with the County's existing FINN LF120 landfill sprayer equipment and must control vectors, fires, odors, blowing litter, and scavenging. The major solid constituent must be nonflammable mineral; materials with cellulose or wood fibers as the major constituent are not acceptable. Bidders must submit the manufacturer's name and product specifications with their bid.

A local preference of up to 5% on the bid price applies to local businesses that have paid local business tax at least six months prior to the bid date, provided the cost differential does not exceed $10,000.

Bidding requirements include active Florida business registration through Sunbiz, a qualification statement with relevant experience references, certificates of insurance evidencing commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, compliance with federal and state employment and discrimination laws including E-Verify, and disclosure of conflicts of interest or proposed subcontractors.

The estimated bi-annual quantity for evaluation purposes is 930,000 square feet. Pricing shall be submitted on a per-square-foot basis including transportation to the landfill and all required application materials (chemicals, fiber, polymers, dyes). The vendor will deliver ADC material approximately twice per year via truck on pallets configured for forklift offloading; the County will handle proper application per vendor specifications.

The County has appropriated approximately $70,030 for the work and reserves the right to adjust this amount based on funding availability. The contract term is one year with three optional one-year renewal periods contingent on satisfactory performance and fund availability. Board approval of the award is scheduled for October 26, 2026. The public bid opening via Microsoft Teams on September 9 at 2:15 PM is non-mandatory. Either party may terminate with 30 days' written notice.
