About this opportunity

The Alaska Department of Transportation and Public Facilities, Division of Alaska Marine Highway System (AMHS), is requesting bids for Lands' End branded work uniforms with online ordering capabilities for Passenger Services and Terminals sections under ITB 2527H027, with bids due August 11, 2026 at 2:00 p.m. Alaska Time. Alaska Bidder Preference (5%), Alaska Veterans Preference (5%, not to exceed $5,000), Alaska Military Skills Program Preference (2%, not to exceed $5,000), Alaska Product Preference (if applicable), Employment Program Preference (15%), and Alaskans with Disabilities Preference (10%) may apply.

The bidder must establish two separate e-commerce platforms enabling employees to order pre-approved garments using voucher codes or promotional codes, with optional outerwear available for personal purchase. All items must be embroidered with the AMHS logo, employee title, and employee name. Garment specifications include 14 distinct items—polo shirts, blouses, performance twill shirts, and outerwear in specified colors (Cobalt Blue and Navy Blue for Terminals; Cobalt Blue and Black for Passenger Services)—with sizing from extra-small through 5X and detailed dimensional requirements. The online platform must be delivered within 14 days of project manager approval. All garment samples (one of each item in size large) must be submitted with the bid unless previously submitted within the past year. Bidders must demonstrate at least five years of prior experience providing business apparel with robust e-commerce capabilities and submit up to three references with client contact information and implementation details. A valid Alaska business license is required prior to award. Subcontractors and joint ventures are not permitted. All work must be performed in the United States.

The estimated contract value is $250,000, with bids exceeding this amount deemed non-responsive. Pricing must include embroidery, shipping via United States Postal Service, and all packaging. The contract term runs approximately September 1, 2026 through August 31, 2027, with four optional one-year renewal terms at the state's sole discretion. Prices are firm through August 31, 2027; price adjustments may be requested no sooner than 12 months from execution and no more than once per contract year, based on the Consumer Price Index for Urban Alaska. The contractor must maintain workers' compensation, commercial general liability with $300,000 combined single limit per claim, and commercial automobile liability with $300,000 combined single limit per claim. Bidders must register with Procurement Officer Kaiden Ward at (907) 465-8446, Kaiden.ward@alaska.gov, or fax (907) 465-3124 to receive amendments and avoid bid rejection.
