The solicitation requires the successful bidder to establish two separate e-commerce sites—one exclusively for Terminal employees and one for Passenger Services employees—through which employees may order pre-approved uniforms using voucher codes, promotional codes, or similar payment methods, with optional outerwear items available for personal fund purchases. All items must be embroidered with the AMHS logo, employee title, and employee name (full name for Passenger Services, first name for Terminal section). Garment colors are specified as Cobalt Blue shirts and Navy Blue outerwear for Terminal employees, and Cobalt Blue shirts and Black outerwear for Passenger Services employees. The bidder must deliver the online ordering platform within 14 days of project manager approval and accommodate future expansion of approved garments. The bid opening is scheduled for 2:00 PM Alaska Time on August 11, 2026. The contract term runs from approximately September 1, 2026, through August 31, 2027, with four optional one-year renewal terms at the sole discretion of the state. No bidders' conference is noted in the solicitation.
The estimated budget is $250,000 for the entire contract, with bids exceeding this amount deemed non-responsive. Pricing must include embroidery costs, shipping via United States Postal Service to employee-provided addresses, and all packaging, with no minimum or maximum purchase volume guaranteed. The contract is classified as firm fixed price, with payment made within 30 days of invoice receipt following state approval by the Commissioner. Contract prices remain firm through August 31, 2027, after which price adjustments may be requested no sooner than 12 months from contract execution and no more than once per contract year, with adjustments based on the Consumer Price Index for All Urban Consumers for Urban Alaska. Bidders must demonstrate at least five years of prior experience providing business apparel for uniforms with robust e-commerce options and submit up to three references. For a bid to be considered responsive the bidder must meet these minimum prior experience requirements:
Bidders must submit a written narrative detailing and demonstrating that they have at least five (5) years’ experience providing business apparel for uniforms with robust E-commerce options available to meet the expectations described on Sec. 1.01.

{ITB-3/v1/10.16.24} Page 5 of 32
A bidder's failure to meet these minimum prior experience requirements will cause their bid to be considered non-responsive and rejected.
SEC. 1.05 REQUIRED REVIEW
Bidders shall carefully review this ITB for defects and questionable or objectionable material. Comments concerning defects and questionable or objectionable material in the ITB should be made in writing and received by the procurement officer at least ten days before the deadline for receipt of bids. This will allow time for an amendment to be issued if one is required. It also helps prevent opening a defective bid that cannot be awarded, avoiding unnecessary disclosure of bidders’ prices.
SEC. 1.06 QUESTIONS PRIOR TO DEADLINE FOR RECEIPT OF BIDS
All questions must be in writing and directed to the procurement officer. The interested party must confirm telephone conversations in writing. Two types of questions generally arise. One may be answered by directing the questioner to a specific section of the ITB. These questions may be answered over the telephone. Other questions may be more complex and may require a written amendment to the ITB. The procurement officer will make that decision.
SEC. 1.07 RETURN INSTRUCTIONS
Bidders must submit one hard copy of their entire bid, in writing, to the procurement officer in a sealed package.
The sealed bid package must be addressed as follows:

If the email containing the bid exceeds this size, the bid must be sent in multiple emails that are each less than 15 megabytes and each email must comply with the requirements described above.
Please note that email transmission is not instantaneous. Like sending a hard copy bid, if you are emailing your bid, the state recommends sending it enough ahead of time to ensure the email is delivered by the deadline for receipt of bids.
