About this opportunity
The City of Fairburn, Georgia has issued Invitation to Bid (ITB 23-027) for a critical stormwater drainage infrastructure project located at 4080 Castle Way in the Milam Manor Subdivision within Fulton County. The procurement seeks a contractor to resolve significant drainage infrastructure problems where a 24" storm drain pipe was originally installed incorrectly, causing substantial erosion and water flow issues in residential property backyards. Specific project deliverables include obtaining temporary construction easements, installing erosion control measures, removing existing infrastructure, installing a new 24" pipe within the drainage easement, backfilling, and comprehensive site restoration. Key objectives involve correcting the reversed drainage flow, preventing water intrusion into adjacent property, and resolving erosion challenges. Bidders must possess a valid business license, state contractor license, and appropriate insurance documentation. The procurement timeline indicates a pre-bid site visit scheduled for September 19, 2023, at 10:00 a.m., with sealed bids due by 2:00 p.m. on September 28, 2023, to be opened at 2:30 p.m. the same day. Evaluation will focus on selecting the lowest responsible and responsive bidder, with the city reserving the right to reject any or all submissions.
The bid opportunity does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. The project will be funded directly by the City of Fairburn, with contract payments structured as 90% progress payments and retainage held until substantial completion. While no incumbent vendor is mentioned, the project requires technical expertise in stormwater infrastructure reconstruction, specifically involving precise drainage system reconfiguration. No specific budget range is explicitly stated in the procurement documents, though the complexity of the project suggests a moderate-scale municipal infrastructure investment. The work is confined to a 20' drainage easement between lots 87 and 88, with approximately 3,000 square feet of bermuda grass restoration and 22 cubic yards of fill dirt required. Contractors will need to demonstrate capabilities in precise civil engineering interventions, including core drilling, pipe installation, erosion control, and comprehensive site restoration. The project aims to permanently resolve existing drainage malfunctions that have caused significant property damage and environmental challenges in the residential subdivision.
Opportunity text
4080 Castle Way is located in the Milam Manor Subdivision off Milam Road in Southeast Fairburn. The Final Plat for the subdivision was recorded in Fulton County Superior Court on July 29, 2003. According to the Final Plat, there is a storm drainage structure in the cul-de-sac of Autumn Green Drive and Castle Way. From this structure, there is a 24" storm drain pipe that extends east between lots 87 (4080 Castle Way) and 88 (4076 Castle Way) inside of a 20' drainage easement. This pipe terminates at a drop inlet/junction box and then proceeds south to a detention pond for the subdivision. Unfortunately, the Final Plat is incorrect. Instead of conveying flow from the drop inlet to the pond, the pond conveys flow back to the drop inlet. The storm drainpipe was installed backward, and the drop inlet served as the pond's outlet structure. However, instead of a storm pipe leaving the drop inlet to a headwall, the flow was coming out of the top of the structure, causing erosion issues in the backyard of 4080 Castle Way.
