About this file
This memorandum is from Integrated Science & Engineering (ISE) to John Martin, Utilities Director of the City of Fairburn, detailing a scope of work for addressing storm drainage issues at 4080 and 4076 Castle Way in the Milam Manor Subdivision. The project involves resolving drainage problems caused by an incorrectly installed storm drain pipe that has led to erosion and water flow issues. The scope of work includes obtaining utility easements, installing erosion control measures, removing and reinstalling infrastructure, and addressing specific drainage challenges for two neighboring properties.
The 12-step scope of work involves technical interventions such as removing previously installed infrastructure outside the drainage easement, coring and installing a new 24" pipe with a flared end section, bringing in fill dirt, installing a rollback curb to prevent water flow, and restoring damaged areas with new fencing, sidewalks, and sodding. The project aims to correct drainage issues that have caused water to flow into a garage during rain events and erosion in the backyard of 4080 Castle Way, with the work to be performed within the existing 20' drainage easement and surrounding properties.

MEMORANDUM

Subject: Scope of Work, 4080 Castle Way
Background
4080 Castle Way is located in the Milam Manor Subdivision off Milam Road in Southeast Fairburn. The Final
Plat for the subdivision was recorded in Fulton County Superior Court on July 29, 2003. According to the Final
Plat, there is a storm drainage structure in the cul-de-sac of Autumn Green Drive and Castle Way. From this structure, there is a 24" storm drain pipe that extends east between lots 87 (4080 Castle Way) and 88 (4076
Castle Way) inside of a 20' drainage easement. This pipe terminates at a drop inlet/junction box and then proceeds south to a detention pond for the subdivision.
Unfortunately, the Final Plat is incorrect. Instead of conveying flow from the drop inlet to the pond, the pond conveys flow back to the drop inlet. The storm drain pipe was installed backward, and the drop inlet served as the pond's outlet structure. However, instead of a storm pipe leaving the drop inlet to a headwall, the flow was coming out of the top of the structure, causing erosion issues in the backyard of 4080 Castle Way.
The homeowner at 4080 Castle Way, Ms. McLendon, filed a complaint with the City to resolve the problem. A contractor was asked to extend a pipe out of the drop inlet and to a headwall at the rear property line of 4080
Castle Way. Instead, the contractor extended a pipe from the existing drop inlet to a new junction box and then out to a headwall. The new junction box and headwall were located outside the 20' drainage easement. Ms.
McLendon is now asking for the new junction box and headwall to be removed from her property and relocated back into the drainage easement.
In addition to the complaint with 4080 Castle Way, the homeowner at 4076 Castle Way, Ms. Lina Parker, has an issue with storm water. During rain events, storm water runs down the property’s drive way and flows into the garage. Ms. Parker has requested this issue be fixed.
Scope of Work
Integrated Science & Engineering (ISE) is preparing an engineering drawing detailing how to resolve the issue.
The scope of work will generally be as follows:
MEMORANDUM
P:\Fairburn GA\1009.1407 - On-Call Engineering Services\4080 Castle Way\Castle Way\Scope of Work_4080 Castle Way_20230809.docx
1. Obtain permanent utility easements from both 4080 and 4076 Castle Way and the property to the rear, which is owned by the homeowner’s association for the Milam Manor subdivision.
2. Install the necessary erosion control measures.
3. Construct temporary access over the catch basin at the street to allow construction equipment to traverse without damaging the structure.
4. Remove portions of the fence and sidewalk at 4076 Castle Way. They both have been installed inside the 20’ drainage easement.
5. Remove the previously installed junction box, headwall and pipes installed outside of the 20’ drainage easement on the property of Ms. McLendon. Haul removed structures and pipes away.
6. Core a hole in the existing drop inlet and install a new 24” pipe with a flared end section due east, within the 20’ drainage easement to the common rear property line of Ms. McLendon and the homeowner at
4076 Castle Way.
7. Grout seal opening in existing drop inlet.
8. Bring in fill dirt as required to backfill the new pipe and flared end section. (Approximately 22 cubic yards)
9. Install a new fence and sidewalk in the locations the existing ones were removed. Match previous.
10. Install a rollback curb with a slight hump near the end of the drive to prevent water from coming out of the gutter and down Ms. Parker’s drive.
11. Clean up and grass (sod) areas damaged by construction.
12. Demobilize from the job.
