About this opportunity
The Board of County Commissioners of Calvert County, Maryland is soliciting bids for fire extinguisher inspection, maintenance, recharging, and replacement services across county-owned and leased buildings under ITB 2026-059, with bids due July 22, 2026 by 12:00 PM and a virtual bid opening at 2:00 PM via Microsoft Teams. No subcontracting is permitted—the prime contractor must hold three years of direct experience as a formal, registered business providing fire extinguisher inspection and repair services; subcontractor experience cannot substitute.
The scope covers annual inspections on a rolling basis as units reach their inspection-due dates, six-year maintenance cycles, recharging as required, and replacement of defective units within five business days. Services span multiple fire-extinguisher classifications (ABC-rated from 2.5 to 20 pounds, BC-rated from 1 to 10 pounds, Halon 11-pound, and Class K 2.5-pound units) across 41 buildings and grounds facilities, 9 marine museum facilities, and 8 other county government facilities listed in Attachment A. All work must comply with NFPA 10 standards and be performed during 8:00 AM to 4:00 PM hours.
The contract term is one year from the Notice to Proceed with four optional one-year renewal periods automatically renewed unless either party provides ninety days' notice of non-renewal. Unit pricing must cover labor, materials, supervision, overhead, travel, mileage, and vehicle fuel. Prices are firm for one year from the contract effective date; renewal pricing adjustments are limited to the lesser of the Consumer Price Index or three percent, contingent upon budgetary conditions.
The contractor must maintain commercial general liability insurance of $1 million per occurrence ($2 million aggregate) and automobile liability insurance of $1 million, comply with workers' compensation requirements, and require all staff accessing county property to pass criminal background checks at the contractor's expense ($31.25 per applicant). Written questions were due July 1, 2026. Addendum 1 (issued July 13) clarified the Class K extinguisher specification as 2.5 lbs and introduced an electronic submission option. Award will be to the lowest responsible bidder based on ability, capacity, character, integrity, and compliance history.
