About this opportunity
The Oregon Parks and Recreation Department (OPRD) is soliciting competitive bids through an Invitation to Bid (ITB #13820) for the Carl G. Washburne Memorial State Park Culvert Replacement Project, a construction procurement for Engineering Project No. 37875. The project involves the replacement of culverts at the B Loop campground area of Carl G. Washburne Memorial State Park located at 93111 Highway 101 North, Florence, Oregon. The scope of work includes mobilization, erosion control, demolition and clearing, excavation and earthwork, installation of plate pipe arch structures with heads and wingwalls at both North and South Crossing locations, sanitary sewer and water line installation, asphalt paving, landscape restoration, and temporary dewatering operations. The OPRD will furnish all culvert components, headwalls, and hardware, while the contractor is responsible for all installation work and obtaining necessary permits. Bidders must be registered with Oregon's Construction Contractors Board (CCB) prior to bid submission, and all subcontractors must register before commencing work. Construction is scheduled to commence August 1, 2026, with substantial completion required by September 15, 2026, and final completion by September 29, 2026, with liquidated damages of $1,000 per calendar day assessed for delays beyond the substantial completion date. The deadline for requests for clarification or changes is May 21, 2026 at 2:00 PM Pacific Standard Time, and bids must be submitted electronically through the OregonBuys system by May 28, 2026 at 2:00 PM. Interested bidders may access the project site Monday through Friday from 8:00 AM to 5:00 PM, and no pre-bid conference will be held. Award will be made to the lowest responsive and responsible bidder.
Bids must include security equal to 10% of the total bid amount, completed bidder information and certifications forms, and a pricing form listing thirteen work items on a lump-sum and unit-price basis. The awarded contractor must provide performance and payment bonds each equal to 100% of the contract amount, proof of insurance meeting specified requirements, and a completed W-9 form within seven days of award notification, with failure to comply resulting in forfeiture of bid security. The project cost estimate for bonding purposes is $750,000, with funding provided through state appropriations contingent upon the agency's receipt of sufficient funds. No set-asides or restrictions limiting contractor eligibility based on disadvantaged enterprise status are specified in the procurement documents. Construction operations are restricted to two hours after sunrise and two hours before sunset, with no work permitted on legal holidays or weekends without written Park Manager approval; the contractor must submit a comprehensive Gantt-chart construction schedule within fourteen days of the Notice to Proceed and an Erosion and Sediment Control Plan at least two weeks before commencing work. The contractor must comply with all environmental regulations including NPDES stormwater discharge requirements and must arrange for an archaeological monitor to be present during ground-disturbing activities in high probability areas.
