About this opportunity

Grambling State University is requesting proposals for comprehensive IT managed services supporting the university's enterprise systems, cybersecurity, and end-user functionality, with proposals due November 10, 2026 at 2:00 PM CST and a question deadline of October 20, 2026 at 8:00 AM CST.

The primary scope is 24/7/365 monitoring, incident response, and functional support for the university's Ellucian Banner Enterprise Resource Planning system across Student Services, Finance, HR, and Financial Aid modules, including database administration, system upgrades, integrations, and continuous improvement. The contractor must dedicate two Programmer Analysts available 25–40 hours per week with Banner expertise, provide a Service Delivery Manager, and furnish flexible resources including functional support staff, database administrators, and data analysts based on operational needs. Performance standards require 99.9% monthly system availability for critical Banner applications, acknowledgment of critical incidents within 15 minutes with restoration within four hours, and acknowledgment of high-priority incidents within one hour with resolution within eight business hours. Work is performed primarily remotely but requires on-campus availability for quarterly reviews and major project implementations.

The initial contract term runs January 1, 2027 through December 31, 2027 (12 months), with an option to extend for up to 48 additional months at the same prices, terms, and conditions, not to exceed 60 months total. Extension beyond 36 months requires approval from the Joint Legislative Committee on the Budget. A single contract will be awarded based on technical evaluation (63 points), cost evaluation (25 points), and Veteran and Hudson Initiative participation (12 points). Proposals must achieve a minimum score of 31.5 points in technical evaluation to proceed to cost evaluation. Pricing must be firm and submitted in the required format; deviations may result in rejection. Hard-copy proposals are opened via Zoom on November 10 at 2:00 PM CST. The contractor provides all personnel, tools, training, and resources; Grambling State supplies office space, network access, and coordination support.
