Each device shall include its case, five protective membranes for the tactile display surface, a USB-C charging brick and cable, and three international power adapters. All items must be delivered to ISVI at 658 East State Street, Jacksonville, Illinois 62650 (contact: Nick Langley, 217-381-2222) no later than June 15, 2026. The contract has an initial term beginning on the last date of execution and ending on June 30, 2026. Bidders must submit responses electronically through BidBuy with a firm bid valid for 90 days from opening; the bid due date is April 21, 2026. Written questions must be submitted no later than 5 p.m. on April 14, 2026, with responses posted as bid amendments on BidBuy. A pre-submission conference may be mandatory, with details available on the BidBuy posting; failure to attend, arrive on time, or sign the attendance sheet results in disqualification. Award will be made to the lowest priced responsive and responsible bidder meeting all specified criteria. The quoted price must include all shipping and handling costs, and no bid bond or performance bond is required.

This procurement contains no set-asides for small businesses, minority-owned businesses, women-owned businesses, persons with disabilities-owned businesses, or veteran-owned small businesses. All bidders must submit required documentation including either a Vendor Disclosure form or an IPG Active Registered Vendor Disclosure form, along with a Business Enterprise Program/Veterans Small Business Program Utilization Plan, to avoid non-responsiveness and disqualification. Bidders may claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, with supporting documentation required. The procurement is subject to prevailing wage requirements and Illinois procurement regulations. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with auto liability and workers' compensation insurance as required by law. A $15 fee is required from any awarded bidder with a contract of $1,000 or more under the Minority Contractor Opportunity Initiative. The maximum contract amount is to be determined (TBD) and will be finalized upon award; the contract may be partially or totally funded with federal funds, with the percentage and dollar amount to be disclosed upon notice of award.
