About this opportunity

Idaho State University is soliciting proposals for comprehensive water treatment services under an RFP due June 11, 2026, with a mandatory pre-proposal conference and on-site facility tour on April 23 at 10:00 AM MST (registration closes April 22 at 5:00 PM MST).

The scope encompasses boiler and cooling system chemicals, monthly service and testing, delivery, and training across five systems: feedwater, boiler water, condensate line, chilled water, and four cooling tower systems (Museum, Life Science, Roy F Christensen Building, Performing Arts Center). All chemical consumption calculations must use the offeror's recommended average concentration, with maximum inventory capped at 200 gallons per individual chemical. ISU requires offerors to document minimum five years' experience in similar services, Idaho Secretary of State registration, Association of Water Technologies membership, at least one representative with a BS degree in a scientific or engineering discipline, DOT-compliant chemical transport equipment, and safety training certifications for all service representatives.

The initial contract term is five years with optional renewals for up to five additional one-year periods (maximum ten-year duration). Place of performance is Pocatello, Idaho. Monthly invoices are paid within 30 days of approval.

Evaluation follows a 950-point scale: Mandatory Submission Requirements and Business Information (100 points), Customer References (150 points), Organization and Staffing (100 points), Scope of Services and Minimum Requirements Certification (300 points), Financial Proposal (200 points), and Oral Presentation if needed (100 points). The lowest-cost proposal receives 200 points; others score proportionally. Cost is not the deciding factor. Written questions are due April 29, 2026, with ISU responses due May 7. Evaluation is scheduled for completion by June 23, 2026, with oral presentations the week following.
