About this file

This is a Request for Proposal (RFP) issued by Idaho State University (ISU) for water treatment services. ISU seeks proposals for comprehensive water treatment services including boiler and cooling system chemicals, regular monthly service and testing, delivery, and training. The project encompasses treatment for feedwater systems, boiler water systems, condensate line treatment, chilled water systems, and four cooling tower water systems (Museum, Life Science, Roy F Christensen Building, and Performing Arts Center). A pre-proposal conference and on-site facility tour is scheduled for April 23, 2026, at 10:00 AM MST at the ISU Heat Plant (725 E. Humboldt Street, Building 20, Pocatello, Idaho). Vendors must register by April 22, 2026, at 5:00 PM MST. The deadline for submitting written questions is April 29, 2026, with ISU responses due May 7, 2026. RFP proposals are due electronically through Planet Bids by June 11, 2026, at 5:00 PM MST. Evaluation is scheduled for completion by June 23, 2026, with oral presentations to follow the week of that date at a time to be determined. The initial contract term is five years, with optional renewals available for up to five additional one-year periods, providing a maximum contract duration of ten years.

Pricing information is due with proposals in Attachment 5 (Financial Proposal), with costs based on a maximum inventory of 200 gallons of any individual chemical and calculated using the offeror's recommended average chemical concentrations. Cost proposals will be normalized with the lowest proposal receiving 200 points, and other proposals receiving proportional scores based on the formula: 200 × (lowest cost proposal)/(cost proposal being evaluated). However, cost is not the deciding factor in contractor selection. The evaluation committee will score proposals on a 950-point scale: Mandatory Submission Requirements and Business Information (100 points), Customer References (150 points), Organization and Staffing (100 points), Scope of Services and Minimum Requirements Certification (300 points), Financial Proposal (200 points), and Oral Presentation if needed (100 points). ISU requires offerors to have a minimum of five years' experience in similar services, registration with the Idaho Secretary of State, membership in the Association of Water Technologies, at least one representative with a BS degree in a scientific or engineering discipline, DOT-compliant chemical transport equipment, and safety training certifications for all service representatives. Monthly invoices will be submitted to the Heat Plant Supervisor and payment made within 30 days of invoice approval.

Isothiazoline must meet all storage container requirements and may not be pumped or handled by operators. Isothiazoline neutralization kits must be provided. Carbamates are not recommended due to the sensitivity above 8.0 pH. Quaternary compounds are also not recommended due to the potential reaction between the quaternary compound and certain inhibitor programs causing both to deactivate.

c. Foam control: foam control may be required as a preventative measure. The anti-foam will consist of a fast-acting liquid blend of surface-active agents that will control and prevent foaming.

d. Acid is not recommended. Recommending acid requires form justification to be included with your bid.
