About this opportunity
The City of Austin, Texas, through its Austin Resource Recovery department, is soliciting quotes for ISO 9001 quality management re-certification and surveillance services under IFQ 1500 AAM1001, with quotes due November 19, 2026 at 5:00 p.m. The solicitation initially targets certified small business enterprises and minority- and women-owned business enterprises through State of Texas and City certification, and opens to all registered vendors only if adequate quotes are not received from that initial pool. The City also prefers contractors with local auditor availability.
Eligibility requires a U.S.-based certification body accredited by the ANSI National Accreditation Board (ANAB), maintained throughout performance. The work covers surveillance and re-certification audits against ISO 9001:2015 and the forthcoming ISO 9001:2026 standard at six Austin Resource Recovery facilities, including Rutherford Lane Campus, Kenneth Gardner Service Center, Recycle and Reuse Center, FM 812 Facility, Austin Reuse Warehouse, and Northeast Service Center. The audited scope covers 378 employees and 23 processes. The contractor must be fully operational at bid submission and able to begin services within seven business days of request. Deliverables include audit plans, scope documentation, findings reports, and quality management system assessments, with written reports due within seven calendar days of audit completion and oral reports on the audit date. Key milestones are a second surveillance audit in June 2027 and re-certification in June 2028.
Pricing uses the City's price sheet, with line items for the second-year surveillance audit and the third-year re-certification audit. Pricing must be all-inclusive, so overhead, shipping, travel time, fuel surcharges, mileage, and stop fees cannot be charged separately. Exceptions or qualifying statements may result in disqualification. The City will award to the responsive and responsible bidder offering the lowest price that meets stated minimum qualifications. The initial term is two years, with one 12-month extension at the City's sole discretion. Invoices are due by the 10th of each month, payment is due within thirty days of receipt of properly documented invoices, and the contractor must complete wage theft training within thirty days of award.
