About this opportunity
The City of Philadelphia is requesting quotations for ISC Machine Stretch Film as a micro purchase with award to the lowest responsive and responsible bidder, due August 13, 2026. The resulting contract will be structured as a Requirements contract.
The procurement is for stretch film products designed for ISC machinery. Technical and performance specifications are detailed in the attached specification sheet. Pricing must be submitted on a per-unit basis. Vendors must submit quotations electronically through the PHLContracts platform and provide an executed Consent and Authorization form; quotes without this form will not be considered. A Seller Checklist document outlines submission requirements across multiple platform tabs, including completion of the General Tab (with Local Business Entity certification status confirmation), Items Tab (unit cost entry), Questions Tab, Terms & Conditions Tab acceptance, and Attachments Tab (executed Consent & Authorization and optional supporting documentation).
The contract term is 365 days from the effective date, with total contract value capped at $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. All products must be delivered FOB Destination Point at quoted net prices; the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Vendors must maintain workers' compensation insurance at statutory limits and general liability insurance with limits of $500,000 per occurrence. Payment is made electronically upon delivery and City approval of products. Quoted prices must remain firm throughout the contract term. Vendors must not begin work until formally notified and authorized by the City through issuance of a purchase order. The contract is governed by Pennsylvania law, with disputes subject to the Court of Common Pleas of Philadelphia County.
