About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is soliciting bids through Invitation for Bids HHS0017509V3 on behalf of the Department of State Health Services for as-needed irrigation system maintenance and service at Austin State Hospital, with an optional site visit on November 4, 2026 at 10:30 a.m. and bids due November 17, 2026 at 10:30 a.m. No set-aside is designated. A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required.
Scope covers comprehensive inspection, maintenance, repair, seasonal adjustment, and system protection for the Building 801 irrigation system. The system includes two-wire decoder controllers, 31 stations (drip channels and exterior tree bubbler zones), subsurface drip lines, backflow prevention devices, and associated mainline, valves, and electrical components. Required services include weekly, monthly, seasonal, and annual work, annual distribution uniformity testing, and backflow assembly testing by a licensed tester. Service runs Monday through Friday, 7:00 a.m. to 4:00 p.m. Central Time, with a four-hour response for service calls and a one-hour on-site response for emergencies. The contractor must hold a current Texas Landscape Irrigator License verified against TCEQ records before bidding, demonstrate five years of relevant irrigation experience, assign personnel with at least one year of relevant experience, and provide three verifiable commercial irrigation references from the past five years. All personnel require Department of Public Safety background checks and Austin State Hospital safety orientation. Insurance minimums include $1,000,000 in commercial general liability per occurrence and $2,000,000 general aggregate, plus $1,000,000 in automobile, professional, and umbrella coverage.
Pricing must be firm and fixed for the contract life on the Exhibit C Pricing Sheet, covering labor, equipment, materials, and supplies, and is subject to the Consumer Price Index adjustment provisions in the IFB. Hourly regular, after-hours, and emergency rates and total monthly and annual service pricing are evaluation factors. Replacement parts are billed at actual cost with no markup. The initial term runs from award through August 31, 2027, and HHSC may extend the contract for up to one additional year at its sole discretion.
Questions are due November 9, 2026 at 5:00 p.m., with responses posted by November 12, 2026. The Exhibit A affirmations require a firm offer for 240 days from submission. Responses may be submitted through the optional HHS Online Bid Room, which requires IAMOnline registration and several days to complete.
