The procurement encompasses 13 line items totaling approximately 1,200 units of irrigation equipment and supplies, including 2" x 30' pipe knob style units (232), 2" x 15' wade pipe knob style units (10), 2" standard end plugs (20), 2" x 2" pump connectors (20), 1" x 33.5" riser pipes (200), R2000WF WF20#20 components (200), adapter assemblies 3/4 x ACME (200), zamac bell reducers 1 x 3/4 (200), 1" Webster agricultural valves with ball (200), 1" Webster collars and screws (200), Webster 1" valve openers (200), 2" ball valves full port IP brass (20), and 2" galvanized mall caps (20). All materials must be delivered by June 30, 2025, to West Liberty, Kentucky, with delivery costs included in the bid offer. Vendors' written questions are due March 10, 2025, at 10:00 a.m. ET, and bids must be submitted electronically through the Kentucky eProcurement system by March 17, 2025, at 1:30 p.m. ET. The contract will be awarded on a "Group All" basis, requiring bidders to quote all line items or face disqualification. Evaluation criteria include price (weighted at 90 points) and delivery schedule (weighted at 10 points), with bonus points offered for delivery earlier than the June 30, 2025 deadline. Vendors must provide proof of commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance of $1,000,000 combined single limit if providing delivery.

The solicitation includes scoring preferences for qualified bidders: Kentucky Correctional Industries may receive a 20 percent preference, and nonprofit organizations serving individuals with disabilities may receive a 15 percent preference. Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's home state. Bidders must submit an Annual Affidavit attesting compliance with Kentucky campaign finance laws and may claim qualified bidder status or resident bidder status under specific statutory requirements. Prior to award, vendors must provide Kentucky tax registration documentation, certificates of authority if foreign entities, required affidavits, and certificates of insurance. All quoted prices must be F.O.B. Destination, Freight Prepaid and Allowed, and exclude federal excise tax and Kentucky sales or use tax. For items where alternate brands or specifications are proposed, bidders must submit descriptive literature to verify equality, with failure to provide sufficient documentation resulting in a non-responsive bid determination. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding; specific budget allocations or award values are not disclosed in the solicitation documents.
