About this opportunity

The Illinois Department of Corrections is requesting quotes for grease trap pumping services at Illinois River Correctional Center in Canton, Illinois under a three-year contract, with quotes due June 17, 2026 at 11:00 a.m.

The scope encompasses quarterly pumping of one 1,000-gallon grease trap outside the kitchen and annual pumping of two 1,000-gallon grease traps outside the school and dish room. All three traps may be scheduled for pumping on the same day with advance coordination. The vendor must be a certified waste hauler and schedule service Monday through Friday, 7:00 a.m. to 1:00 p.m., excluding holidays, with the first pumping within 10 days of contract execution. Vendor personnel must comply with all facility security requirements, including background checks, temporary ID badges, and potential drug testing. No subcontracting is permitted.

The contract is a small purchase evaluated on lowest responsive and responsible price. No set-asides for minority-owned, women-owned, or disadvantaged businesses apply; however, any awarded vendor with a contract value of $1,000 or more must pay a $15 fee to the State Comptroller's Administrative Fund as part of the Minority Contractor Initiative. Prevailing wage requirements apply. The vendor is responsible for all labor, materials, transportation, equipment, licenses, certifications, permits, and insurance. General Commercial Liability insurance must be $1,000,000 per occurrence and $2,000,000 annual aggregate; Auto Liability must be $1,000,000 per occurrence; and Workers' Compensation insurance is required by law.

Quotes must be submitted via BidBuy or email to Gayle Heller at gayle.heller@illinois.gov or 309-647-7030. Pricing is estimated, with specific rates contained in the BidBuy Purchase Order. Vendor bids remain firm for 120 days from opening. The State reserves the right to terminate for convenience with 30 days' notice or for cause immediately, and the contract is contingent upon appropriated funds. No pre-bid conference is required.
