About this opportunity

The Oregon Department of Human Services (ODHS) is issuing Request for Quotes (RFQ) No. S-10000-00015968 to procure Independent Quality Management Services (IQMS) for the HR 1 Portfolio spanning Marion County. The IQMS Consultant will provide comprehensive quality assurance and oversight for three projects: the Medicaid Work Requirements Project (primary, currently underway), Predictive Analytics for SNAP Payment Error Rate reduction, and the Eligibility Interview Assistant (the latter two reserved as optional). Primary service deliverables include five core tasks—Risk Assessment, Quality Planning, Quality Control, Quality Assurance, and Independent Solution Testing—with specific emphasis on ten Quality Control reviews of Solution Implementation Contractor statements of work for the Medicaid Work Requirements Project and approximately twenty total QC reviews over the multi-year engagement. The contract is estimated to run for two years or until all deliverables are submitted and accepted, with the Medicaid Work Requirements Project alone requiring 14-16 months encompassing eight quarterly reporting iterations. Quotes are due March 20, 2026, at 3:00 PM PT, with the original February deadline extended by two weeks. Required qualifications include minimum five years of experience, demonstrated capacity to oversee multiple concurrent projects, expertise with applicable technologies and regulations, and the ability to be embedded within project teams to provide consultation on documentation and stage gates rather than traditional part-time oversight. Evaluation will be conducted on a best-value basis with a maximum of 1,125 points, assessing independence and conflict-of-interest mitigation, quality of approach and critical success factors, consultant experience, personnel qualifications and resumes, staffing plans, client references, and quality of work examples or Deliverable Expectation Documents.

This RFQ is restricted to nine pre-qualified consultants operating under existing Master Price and Services Agreements: Berry Dunn, Bluecrane Inc., CSG Government Solutions, Guidehouse Inc., Hittner & Associates Inc., Maximus Inc., The North Highland Co., NTT Data Health Consulting Services, and Public Knowledge LLC. No specific disadvantaged enterprise set-asides or preferences are identified in the procurement documents. Vendors must comply with WCAG 2.2 Levels A and AA accessibility standards for all digital content deliverables and provide evidence of no conflicts of interest. The pricing structure utilizes hourly rate cards established in each consultant's existing MPSA, with the initial cost for the Medicaid Work Requirements Project and portfolio shown as $0.00, indicating that specific pricing will be negotiated based on the proposed oversight approach and demonstrated reasonableness. Personnel may work remotely provided background check requirements are met. Following a Notice of Intent to Award, a seven-calendar-day protest period will be observed in accordance with Oregon Revised Statutes 279B.410.
