About this file
This document is a Vendor Submitted Questions and State Responses file for an Integrated Quality Management Services (IQMS) contract opportunity for the H.R.1 Portfolio, involving a state government agency. The procurement requests IQMS consulting services to oversee multiple projects within the H.R.1 initiative, with the primary confirmed project being the Medicaid Work Requirements Project, which is already underway as of December 2025. Two additional projects—Predictive Analytics and Eligibility Interview Assistant—are reserved as options and may not meet the IQMS service threshold. The original submission deadline was extended by two weeks to March 20, 2026. The Medicaid Work Requirements Project has an estimated duration of approximately 14-16 months, encompassing initiation, phase 2 delivery, warranty, and project closeout, with eight quarterly reporting iterations anticipated. The vendor will be embedded into project teams to provide consultation on documentation and stage gates rather than functioning in a traditional part-time oversight capacity, with fully remote personnel acceptable provided background check requirements are met. A separate IQMS Lead will oversee the Medicaid Work Requirements Project, with additional leads potentially added based on validation of other projects' needs.
Pricing for this contract opportunity will be evaluated based solely on the Medicaid Work Requirements Project, with cost scoring applied to the total portfolio cost as a single figure. The state did not provide an estimated budget for IQMS services, citing uncertainty regarding which projects would require such services. Deliverable quantities for cost estimation purposes include ten instances of Solution Implementation Contractor statement of work QC reviews for the Medicaid Work Requirements Project and a total of 20 QC reviews anticipated over the life of a multi-year project, though specific quarterly breakdowns are unavailable as the project schedule and deliverables list are still being finalized with the DDI vendor. The awarded vendor will not be precluded from providing support services to other H.R.1-related projects outside the IQMS portfolio, such as the Oregon ONE Contracted Eligibility Call Center support. Access to project information will be limited to state-curated documentation with some insight into testing status and other operational areas rather than direct system repository and tool access.

IQMS Review(tab 1) er
| Questions from Vendors | State Responses |
| 1. General: Would the State consider a 1-2 week extension to the due date given the quick turnaround of this procurement? | The State is open extending deadline by 2 weeks (March 20th, 2026). |
| 2. General: Is there an estimated budget for IQMS services for the H.R.1 Portfolio? | This will be based off of what project require IQMS services. Based on some level of uncertaintly, this is not confirmed at this time. |
| 3. RFQ Section 1, pg. 2: What is the estimated start date for IQMS Services? | As soon as the vendor can onboard the largest effort has already started. |
| 4. RFQ Section 1, pg. 2: What is the estimated start date for the Medicaid Work Requirements Project? | It has already started as of December 2025 for the newer body of work. |
| 5. RFQ Section 1, pg. 2: What is the estimated release date for the Medicaid Work Requirements Solution RFP? | No RFP is anticipated for Medicaid Work Requirement, at this time. This is being performed through an existing contract |
| 6. RFQ Section 1, pg. 2: What is the estimated start date for the Predictive Analytics Project? | This is unknown at this time and may or may not meet IQMS threshold and not require IQMS engagement. |
| 7. RFQ Section 1, pg. 2: What is the estimated start date for the Eligibility Interview Assistant Project? | This is unknown at this time and may or may not meet IQMS threshold and not require IQMS engagement. |
| 8. RFQ Section 1, pg. 2: If start dates are unknown, does the Authorized Purchaser anticipate activating all three initial Portfolio projects (Medicaid Work Requirements, Predictive Analytics, Interview Assistant) at contract award, or will Notices to Proceed be issued individually by project? | The intent of this contract is to support a flexible portfolio of iQMS projects. As additional HR1-related projects are identified by the State and confirmed to require iQMS services, the State will issue amendments or change orders, as defined in the contract, to authorize the vendor to execute the work. |
| 9. RFQ Section 3, pg. 4: Please confirm that awarded vendors are only precluded from providing support services for the projects outlined within the portfolio(s), and would not be precluded from being awarded other planned procurements related to HR1 like Oregon ONE Contracted Eligibility Call Center support. | IQMS Consultant is not prohibited from providing support services to the projects under H.R.1 initiative, as long as projects with support services are not part of IQMS H.R.1 Portfolio. H.R. 1 ONE Call Center to AWS project is currently not part of H.R.1 IQMS Portfolio. |
| 10. RFQ Section 4, pg. 5: RFQ states “Offeror capacity to oversee multiple projects concurrently within the Portfolio”. Can the Authorized Purchaser provide estimated workload levels by project (e.g., number of artifacts per quarter, expected meeting hours, estimated QC review volume) to inform accurate resource planning? | At this point there is one confirmed project that meets the IQMS criteria, normally this would be a 2.5 – 4.5 year effort based on various implementation strategies, however, this effort will be delivering in 9 months so a dedicated resource is recommended for the deliverables outlined in the contract. Oversight processes will still be followed with our Enterprise Information Service agency partners. |
| 11. RFQ Section 5.1, pg. 8: IQMS Task Orders under this MPSA have historically operated on a part?time oversight model. Given the required weekly meetings for all Portfolio projects and real?time documentation reviews, can the Authorized Purchaser clarify whether it intends the IQMS Consultant to function in a part?time oversight capacity or as a more integrated, embedded member of the project teams? | Embedded more into project teams to help consult along the way where documentation and stage gates will be necessary. Right now that is for one project. IQMS staff may review project documents, and consult project but many not produce project artifacts or be directly involved in project planning, development, implementation, or operational activity). |
| 12. RFQ Section 5.2, pg. 8-9: Will IQMS have direct access to system repositories, test tools, Jira/ADO boards, and architecture documentation, or will access be limited to State curated documentation? | State documentation with some insight to testing status and other areas. |
| 13. RFQ Section 10.c, pg. 10-11: Are fully remote personnel acceptable for all project?related work, provided they meet background check requirements, or does AP anticipate any onsite activities? | Fully remote is fine, no onsite required. |
| 14. RFQ Section 10.c, pg. 10-11: Does the State expect a single Portfolio?level IQMS Lead overseeing all projects, or separate Project Leads for each initiative? | Separate lead for the initial project Medicaid Work Requirements an additional may need to be added or more based on the validation of need for IQMS services. |
| 15. RFQ Section 11, pg. 124: Will cost evaluation consider the total Portfolio cost as a single figure, or will AP apply cost scoring separately by project or deliverable category? | AP will evaluate the total cost of the proposed Portfolio based on Medicaid Work Requirements Project for the cost being scored. |
| 16. RFQ Exhibit 1, pg. 2120: Based on the number of quarterly report iterations (8), can we assume that duration of the Medicaid Work Requirements Project is 24 months? If not, please provide the duration. | Approximately 14-16 months for Medicaid Work Requirements. Includes initiation, phase 2 delivery, warranty, and project close out. |
| 17. RFQ Exhibit 1, pg. 2423, Deliverables 3.1A.3 and 3.1A.4 The reviews of the RFP and solution contract SOW are marked as Option Reserved to Authorized Purchaser. Does this mean that a Predictive Analytics solution has already been selected? If so, which solution? | This project has not initiated yet and may not meet the threshold to require IQMS services. |
| 18. RFQ Exhibit 1, pg. # 19-2018-19, Deliverables 3.1.5, 3.1.6, 3.1.7, 3.1.9 and 3.1.10: Workstreams 1 and 2 are not defined elsewhere in the RFQ. Please provide a definition of the workstreams. | Workstreams represent work within the ONE system and an outside adjacent module. However, the teams are co-hesive and this is considered all one solution so many deliverables will consider the solution as a whole. |
| 19. RFQ Exhibit 1, pg. 2024: Medicaid Work Requirements Project 1, Task 3.1 (Quality Control), states “up to 10 instances of ”deliverable “3.1.7 Solution Implementation Contractor statement of work deliverables”. However, only 9 instances are enumerated. Please confirm the state anticipates 10 of these deliverables and if 8 or 10 instances should be assumed for cost purposes. | For cost estimating purposes, please use 10 instances. Items 3.1.7.3.1 and 3.1.7.3.2 are considered two separate instances, resulting in a total of 10 overall. |
| 20. RFQ Exhibit 1, pg. 2524: Predictive Analytics Project 2, Task 3.1 (Quality Control), states “up to 8 instances of ”deliverable “3.1A.7 Solution Implementation Contractor statement of work deliverables”. However, only 6 instances are enumerated. Please confirm the state anticipates 8 of these deliverables and if 9 or 10 instances should be assumed for cost purposes. | For cost estimating purposes, please use 6 instances. |
Also, correction, only Medicaid Work Requirements – Project 1 is needing pricing currently but not Project 2 (Predictive Analytics Project), 3 (Eligibility Interview Assistant). All other projects are reserved as options for the authorized purchaser.
21. RFQ Exhibit 1, pg. 3125: Based on the number of quarterly report iterations (4), can we assume that duration of the Predictive Analytics Project is 12 months? If not, please provide the duration. For cost estimating purposes, please use 6 instances.
Also, correction, only Medicaid Work Requirements – Project 1 is needing pricing currently. All other projects are reserved as options for the authorized purchaser. Since we are not pricing Project 2 and 3, the duration estimate is irrelevant.
| 22. RFQ Exhibit 1, pg. 2928, Deliverables 3.1E.3 and 3.1E.4: The reviews of the RFP and solution contract SOW are marked as Option Reserved to Authorized Purchaser. Does this mean that an Eligibility Interview Assistant solution has already been selected? If so, which solution? | This project may or may not meet IQMS threshold and the effort has not started so no further information to share at this time. No solution selected. |
| 23. RFQ Exhibit 1, pg. 3230: Based on the number of quarterly report iterations (4), can we assume that duration of the Predictive Analytics Project is 12 months? If not, please provide the duration. | This project may not reach IQMS Service threshold, however, a high-level estimate could be approximately 12-14 months. |
| 24. RFQ Exhibit 1, Deliverable 3.1 (QC Review) – all projects: Can the Authorized Purchaser clarify the anticipated number of QC review instances per project, per quarter, so Offerors may appropriately plan staffing? | Total of 20 QC reviews over the life of a multi year project. We do not have it by quarter as we are still working on the project schedule and list of deliverables with the DDI vendor. |
| 25. Eligibility Interview Assistant Brief, Scope, pg. 2-3: Will IQMS be responsible for validating the accuracy of AI? generated interview summaries, or only the State’s internal review and approval process? | Only the State. |
| 26. Predictive Analytics Brief, Section, pg. 1-2: Can the Authorized Purchaser clarify the expected data volume, structure, and frequency of data that the IQMS Consultant will be required to review as part of QC and QA oversight for the Predictive Analytics initiative? | This project has not kicked off yet and may not meet required IQMS Service threshold. |
However, if it were to proceed, it would be a fast timeline. It will not be as aggressive or large as Medicaid Work Requirements and may only need part time support. Specifics of documentation are unknown at this point as we are not sure of the timing of this for volume of review.
27. Predictive Analytics Brief, Section, pg. 2-3: Does the State expect IQMS to review and validate predictive model performance (e.g., bias detection, data drift, training data adequacy), or will IQMS oversight be limited to governance, documentation review, and audit readiness? Documentation governance, documentation review and audit readiness. If this project inititates and meets IQMS oversight service thresholds.
