About this opportunity
The State of Illinois is seeking disaster recovery services for information technology infrastructure under a small purchase with sole source conditions, with proposals due July 10, 2026.
This is a sole source procurement, which restricts competition to a single qualified vendor. The Standard Illinois Certifications (Version 26.2) apply to all vendors and subcontractors for the entire contract term and any renewal periods. Vendors must comply with 34 distinct certification requirements covering legal eligibility, financial integrity, ethical conduct, labor standards, environmental compliance, and operational standards. Key certifications require vendors to affirm they are not in default on educational loans, are duly constituted legal entities authorized to conduct business in Illinois, comply with collective bargaining obligations where applicable, have no felony convictions or Sarbanes-Oxley Act violations within specified timeframes, are not delinquent on state debt, comply with Illinois Use Tax requirements, maintain drug-free workplaces if employing 25 or more employees on contracts exceeding $5,000, and comply with cybersecurity standards. Contractors with contracts exceeding one year in initial or renewal term must certify by January 1 of each subsequent fiscal year regarding any changes affecting their eligibility under Article 50 of the Illinois Procurement Code. False certifications subject vendors to liability under the Illinois False Claims Act, and non-compliance results in contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties.
Under the State of Illinois Standard Terms and Conditions, vendors must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million, and workers' compensation insurance as required by law, naming the State as additionally insured. The contract is subject to Illinois law and the Illinois Court of Claims for dispute resolution, with termination for cause or convenience available on thirty days' notice. Record retention requirements span three years (or five years if federal funds are used).
