About this opportunity
The City of Milwaukie, Oregon is soliciting sealed electronic bids under ITB-2026-070 for ultraviolet Cured-In-Place-Pipe (CIPP) lining of the sanitary sewer system in the Waverly Heights area, with bids due November 24, 2026 at 2:00 p.m. PST. No set-aside or preference program governs award. The City "strongly encourages" bidders to use minority-owned, women-owned, veteran-owned, and emerging small business enterprises as subcontractors, but establishes no formal set-aside.
Scope covers 3,501 linear feet of 8-inch CIPP lining and 378 linear feet of 6-inch CIPP lining, two sanitary sewer maintenance holes, 10 linear feet of 8-inch PVC sanitary sewer pipe, reinstatement of sewer lateral connections, and pre- and post-construction mainline video inspection. The contractor must provide continuous sewer flow bypass pumping during liner installation and obtain a 1200C permit from the Oregon Department of Environmental Quality, with DEQ-approved environmental inspectors. Minimum requirements include current registration with the Oregon Construction Contractors Board, five years in business, and compliance with prevailing wage requirements under Oregon Revised Statutes 279C. Bidders must conduct site examinations. A 2022 CCTV data report documents baseline pipe condition across 24 runs of 6- to 8-inch vitrified clay, concrete, and PVC pipe.
The City's engineer estimate ranges from $886,411 to $1,034,146. Bids require bid security equal to 10% of the total bid amount. The successful contractor must post a $30,000 public works bond with the Construction Contractors Board before work begins and furnish performance and payment bonds. The project is partially funded through Clackamas Water Environment Services' Regional Inflow and Infiltration Reduction grant program. Work must be completed by May 31, 2027, and the contract expires November 30, 2027. The City applies a non-resident bidder adjustment equal to any preference the bidder's home state gives its own contractors.
Award goes to the lowest responsive and responsible bidder, and the City reserves the right to negotiate final contract terms and to reject any or all bids. Bid opening is public, held immediately after the deadline via Microsoft Teams videoconference. The First-Tier Subcontractor Disclosure Form is due within two hours of bid closing. The City plans to issue a notice of intent to award on November 25, 2026, and the successful bidder must deliver insurance certificates, bonds, and contract documents within ten business days of that notice.
