About this file
This is a Special Provisions document for the Waverly Heights Sewer Rehabilitation Project, a collaborative effort between the City of Milwaukie, Oregon and Clackamas Water Environment Services. The project involves installing ultraviolet Cured-In-Place-Pipe (CIPP) lining for sanitary sewer rehabilitation within the Waverly Heights area. The scope of work includes installing 3,501 linear feet of 8-inch CIPP lining, 378 linear feet of 6-inch CIPP lining, two sanitary sewer maintenance holes, 10 linear feet of 8-inch PVC sanitary sewer pipe, reinstatement of sewer lateral connections, and pre- and post-construction mainline video inspection. The contract completion deadline is May 31, 2027, with bids due by 2:00 p.m. PST on Tuesday, November 24, 2026. The project is funded in part through Clackamas Water Environment Services' Regional Inflow and Infiltration Reduction grant program.
The project establishes liquidated damages at 21.2 percent of the Contractor's bid amount divided by the total calendar days between the bid opening and the May 31, 2027 completion deadline. Contractor costs for material handling, labor, installation, overhead, profit, and incidental work such as removal and disposal of unsuitable materials, tree protection, utility potholing, and point repairs are included in the bid price and are not separately paid. The Contractor must provide continuous sewer flow bypass pumping during CIPP liner installation, obtain a 1200C permit from the Oregon Department of Environmental Quality with DEQ-approved environmental inspectors, maintain traffic control according to specified lane restriction periods, and comply with all federal, state, and local laws. The City strongly encourages contractors to utilize minority-owned, women-owned, veteran-owned, and emerging small business enterprises as subcontractors, though no formal set-aside is established.
