About this opportunity
The Santa Rosa Island Authority (SRIA), a dependent special district of Escambia County, Florida, is soliciting bids for the procurement of three open-air or partial open-air trolleys through an online bidding process on the BidNet platform. The primary objective is to acquire trolleys for a free seasonal trolley service operating between Memorial Day and Labor Day for residents and visitors. These trolleys will be operated and maintained through an Interlocal Agreement with Escambia County Area Transit (ECAT). Specific technical requirements include precise dimensional specifications: an overall length of 36"-38", body width of 99" (excluding mirrors), and maximum height of 136". The bid requires detailed vendor submissions encompassing comprehensive specifications across multiple categories including suspension, electrical systems, audio/video equipment, flooring, HVAC, exterior options, safety features, and passenger seating. The solicitation requires a minimum of 36 dedicated passenger seats per trolley, with open-air models strongly preferred. The bid response is due on October 31, 2023, at 2:00 pm Central Time, with a bid review committee meeting scheduled for November 2, 2023, and potential award recommendations to be made at SRIA committee and board meetings in November 2023.
The procurement opportunity does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must complete mandatory forms including corporate identification, scrutinized companies declaration, drug-free workplace certification, non-collusion affidavit, public entity crimes statement, E-Verify compliance, and conflict of interest disclosures to be considered responsive. SRIA reserves the right to purchase fewer than three trolleys if submitted bids exceed funding availability, providing flexibility in the procurement process. While specific budget ranges are not explicitly detailed in the documents, the solicitation suggests the agency has predetermined funding parameters. Potential vendors must demonstrate compliance with extensive technical specifications and submit comprehensive documentation to be considered for the contract. The trolleys will ultimately be integrated into the existing transportation infrastructure managed by Escambia County Area Transit, serving as a critical component of the seasonal transportation service on Santa Rosa Island.
