The bid response is due on October 31, 2023, at 2:00 pm Central Time, with a bid review committee meeting scheduled for November 2, 2023, and potential recommendation to award at SRIA committee and board meetings in November 2023.

The trolleys must meet specific principal dimensions and requirements, including an overall length of 36"-38", body width of 99" (excluding mirrors), and maximum height of 136". I. INTRODUCTION AND BACKGROUND

A. Summary Located in the Florida panhandle, the Santa Rosa Island Authority (the “Authority” or “SRIA”) is a dependent special district of Escambia County, created by the Florida legislature in 1947 for the pur-pose of overseeing commercial and residential development and being the governing body of Pen-sacola Beach, FL. The SRIA is governed by a six (6) member Board. Pensacola Beach has a strong and long-standing residential community, but it is also a popular seasonal destination for visitors and part-time residents.

The Santa Rosa Island Authority ("Authority", "SRIA") is soliciting bids for open-air (or partial, open-air) trolleys via online bidding through the BidNet platform: https://www.bidnetdirect.com/flor-ida/santarosaislandauthority. (Open-air trolleys are preferred.) It is the intent of the Authority to pur-chase a total of three (3) trolleys. The Authority reserves the right to purchase fewer trolleys (one or two) if resulting bids exceed funding availability for three.

The trolleys are used to operate a free trolley service for residents and visitors between Memorial Day and Labor Day. The equipment is operated and maintained through an Interlocal Agreement with Escambia County Area Transit (ECAT) of Escambia County.

The Invitation to Bid may or may not result in an award to more than one vendor. The Authority re-serves the right and flexibility to include any or none of the bid alternates as identified in the Bid Specifications.

It is the intent of SRIA to have these trolleys delivered and in service by mid-May 2024.

The SRIA will consider the Respondent’s lack of communicating inquiries or requesting clarifications by the Questions/Inquiries Deadline Date to constitute the Respondent’s acceptance of all the condi-tions and requirements as stated in this ITB and any amendments thereto.

All interpretations or corrections will be issued as addenda. The Authority will not be responsible for oral clarifications. No negotiations, decisions, or actions shall be initiated or executed by the Respond-ent as a result of any discussions with any Authority employee prior to the opening of proposals.
