About this opportunity

The Florida Department of Environmental Protection's Bureau of Design and Construction is soliciting competitive sealed bids for the Dr. Julian G. Bruce St. George Island State Park Playground Equipment Replacement & Pavilion Renovations project (Bid No. BDC51-24/25). The base bid requires contractors to provide comprehensive services including labor, materials, equipment, supervision, and permitting to rehabilitate pavilions 4, 5, and 6 located at the Sugar Hill Parking Area. Bidders must be licensed contractors prequalified by the FDEP, with mandatory submission of a biennial pre-qualification letter or current state contractor license certification. The bid documents will be available for download on April 28, 2025, with bid submissions due by 3:30 pm ET on June 3, 2025, and bid posting scheduled for June 17, 2025. Contractors are required to include builder's risk insurance in their bid price and must comply with green building standards as specified in Executive Order 07-126. The project's key objectives include renovation of state park infrastructure, with the project manager being Donald Finkbeiner, who can be contacted at Donald.Finkbeiner@FloridaDEP.gov or by phone at (850) 245-2587.

The procurement opportunity appears to encourage minority business participation and requires vendors to use the U.S. Department of Homeland Security's E-Verify system to confirm employment eligibility. While specific set-aside designations are not explicitly detailed, the bid suggests a commitment to diverse contractor participation. The project is located at 1900 E Gulf Beach Dr, St. George Island, FL, and involves state park facility improvements. Though a specific budget range is not provided in the documentation, the comprehensive nature of the renovation—involving playground equipment replacement and pavilion renovations—suggests a potentially significant investment. Potential bidders must demonstrate technical capability, proper licensing, and compliance with state procurement regulations. The project represents an opportunity for contractors with experience in state park infrastructure rehabilitation and a commitment to green building standards. Interested firms can obtain additional project details by emailing BDC_Contracts@dep.state.fl.us for project manual and plans.
