About this opportunity

The California Governor's Office of Emergency Services (Cal OES) has issued an Invitation for Bid (IFB A241014117) for WIPP Calibration Services, seeking a contractor to provide comprehensive radiation equipment calibration and repair services for the Waste Isolation Pilot Plant (WIPP) program. The primary scope involves calibrating and maintaining radiation detection equipment along the California Transportation Route, which supports the safe transport of low-level radioactive transuranic waste from Livermore, CA to a long-term storage facility in New Mexico. Specific equipment to be serviced includes approximately 156 Ludlum Kits, 1 Ion Chamber Kit, 40 Inspector Kits, and 40 electronic dosimeters. Contractors must possess current licensing from the California Department of Public Health Radiological Health Branch or Nuclear Regulatory Commission, maintain a valid Radioactive Material License, and hold appropriate ANSI-ASQ certifications. Key procurement dates include January 13, 2025, for question submissions, January 15, 2025, for agency responses to questions, and January 22, 2025, for bid submissions and opening, with a proposed award date of January 29, 2025. The contract term is set for July 1, 2025, through June 30, 2026, with potential for two optional 12-month extensions at the original rates.

The procurement includes provisions for small business and disabled veteran business enterprise (DVBE) participation, with a Small Business preference offering up to 5% ($50,000) and DVBE incentives ranging from 1-5% based on participation levels. While DVBE participation requirements are currently waived, the incentive structure remains in place. Bidders must submit comprehensive documentation, including GenAI disclosure forms, detailed cost sheets, and qualification documentation. Although no specific incumbent vendor is mentioned, the contract appears designed to support ongoing WIPP program logistics and radiation safety monitoring. While an exact budget range is not explicitly stated, the complexity of the calibration services and the significant number of radiation detection units suggest a moderate to substantial contract value. Potential bidders should carefully review the full IFB document to understand the complete technical specifications, submission requirements, and evaluation criteria for this specialized radiation equipment calibration contract.
