The procurement is structured as an Invitation for Bid, with sealed bids due by 10:00 AM on September 26th, 2025, to be publicly opened and read aloud at the Ozaukee County Justice Center. The project involves replacing the existing air handler and converting pneumatic controls to a Direct Digital Control (DDC) system that will integrate with the current Johnson Controls Metasys Operating System. A mandatory pre-submittal conference is scheduled for September 11th at 10:00 AM at the project site. Bidders must submit a certified check or bond equal to 5% of their total bid amount as a bid guarantee, and each bid will remain valid for 60 days after opening. Interested contractors can obtain bidding documents by contacting Ryan Tackes via email or phone, with documents available at the Justice Center. The project timeline anticipates construction starting around October 15, 2025, with substantial completion required by December 31, 2025.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. Contractors must provide comprehensive insurance coverage, including workers' compensation, public liability, and property damage insurance with specified minimum coverage amounts. The contract includes provisions for liquidated damages of $500 per calendar day for failure to complete work on time. Bidders are required to submit detailed documentation, including a list of proposed subcontractors, proof of insurance, and performance bonds. While the total contract value is not explicitly stated, the comprehensive proposal must cover all aspects of the air handler and controls replacement, including labor, materials, design, furnishing, and installation. The project does not require prequalification of bidders, suggesting an open competitive bidding process. The integration requirement involves connecting the new system with the existing Johnson Controls Metasys Operating System, which may require specialized technical expertise.
