About this opportunity
The Austin Independent School District (AISD) is issuing an Invitation for Bid (IFB #26IFB063) for on-call, urgent roof repair services at district-wide facilities throughout Travis County and Austin City, Texas. The procurement encompasses repairs to portable classroom roofs, low-slope roofing systems (built-up roofing, modified bitumen, and single-ply membrane), and steep-slope roofing systems (metal standing seam and shingle roofs) across multiple AISD campuses. Bidders may submit proposals for one or both work categories: low-slope and steep-slope repairs, or portable classroom repairs and replacement. Qualified contractors must demonstrate a minimum of five years of commercial roofing system repair experience, approval and certification by roof manufacturers with twenty-year no-dollar-limit total system guarantees, CERTA training certification for torch-applied membrane installers, and a permanent office location. Pricing is structured on unit prices for labor (billed at specified hourly rates for a two-person crew with a one-hour minimum and eight-hour maximum per work order), materials (billed at actual invoice cost plus a 20 percent markup), and lump sum pricing for portable classroom and plywood deck replacement. The virtual pre-bid meeting is scheduled for April 28, 2026, at 10:00 a.m., with written questions due by April 30, 2026, at 5:00 p.m. and answers posted by May 6, 2026. Sealed bids are due on May 12, 2026, at 2:00 p.m. CST, with virtual opening at that time. The contract term is two years from the award date with options to renew for up to three additional one-year periods, and award will be made to the lowest responsive and responsible bidder, with possible multiple awards to establish a pool of qualified contractors.
Bidders must comply with federal, state, and local building codes and submit required documentation including audited or reviewed financial statements dated within one year, current OSHA 300 logs for three years, workers' compensation loss runs and loss ratios, bid bonds equal to 10 percent of the total bid amount, performance and payment bonds each equal to 100 percent of the contract price, and comprehensive insurance coverage (Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate and Automobile Liability of $1,000,000). The procurement is subject to federal funding restrictions requiring compliance with Build America, Buy America (BABA) Act provisions, Davis-Bacon prevailing wage requirements with weekly certified payrolls, and Disadvantaged Business Enterprise (DBE) participation requirements with documented good faith efforts. AISD encourages participation from small, local, and minority or women-owned firms and gives preference consideration to vendors with principal places of business or employment within Texas. Vendors must comply with non-discrimination provisions including Title VI of the Civil Rights Act of 1964, Executive Order 11246, and AISD's policy prohibiting contacts with Board members and District personnel during the competitive procurement period. No specific contract value or budget range is provided in the solicitation documents; pricing shall be firm and fixed and include all labor, materials, equipment, fees, and costs necessary to perform the work. Work will be assigned on an as-needed basis with no guaranteed minimum volume, and all work must be guaranteed against defects in workmanship and materials.
