About this opportunity
San Jacinto Community College District is requesting qualifications from investment broker-dealer firms to manage the College's investment portfolio on an as-needed basis under RFQ #27-02, with qualifications statements due November 4, 2026 at 2:00 p.m. Central Time. Firms must hold current Securities Investor Protection Corporation membership, Texas State Securities Board registration, and FINRA registration—mandatory certifications that filter eligibility.
The scope covers reviewing and monitoring market trends, maintaining compliance with the Texas Public Funds Investment Act, providing price execution and transaction settlement, delivering portfolio and transaction reporting, and ensuring responsive customer service and business continuity. SJCCD's investment portfolio ranges from $146 million to $225 million and consists of local government pools, cash, agencies, and U.S. treasuries.
The contract term is one year with four optional one-year renewal periods. Qualifications will be evaluated on a 100-point scale: firm qualifications and experience (15 points), personnel qualifications and experience (25 points), scope understanding and management (30 points), references (10 points), required attachments (15 points), and exceptions to terms and conditions (5 points). Virtual presentations or interviews with top-ranked firms may be scheduled between December 3–10, 2026, contributing up to 40 additional points if conducted.
Respondents must provide proof of current-year audited financial statements, certifications regarding adequate financial resources and tax compliance, documentation of insurance, and references from at least five recent projects preferably from comparable or larger colleges or public sector accounts within the past three years. Questions and clarifications are due October 27, 2026. Award recommendations and contract approvals are anticipated between December 2026 and January 2027.
