About this opportunity
The Utah Division of Purchasing has issued a notice of intent to award a contract for InVeris Target Replacement Parts through a non-standard procurement process. The procurement appears to be a sole-source acquisition for specialized target replacement components, likely for military or law enforcement training facilities. The specific procurement involves replacement parts for targets, with the scope of work detailed in Attachment B, which outlines the technical requirements and specifications for the parts. The notice indicates that the state believes there is only one source for these procurement items, justifying a direct award without competitive bidding. The contract opportunity was posted on July 30, 2025, with a response deadline of August 6, 2025, and requires careful review of all submitted documentation, particularly the justification for sole-source procurement. The procurement is being conducted by the Utah Division of Purchasing, with the specific end-user appearing to be a training facility, potentially Camp Williams based on documentation references.
The procurement appears to be restricted to a single vendor, InVeris, as the sole source for these specialized target replacement parts. No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the available documentation. The procurement documents suggest this is a targeted acquisition for specific technical components, likely with a focused budget aligned with the replacement part requirements. While precise budget details are not provided, the documentation implies this is a specialized, technical procurement with limited competitive options. The sole-source justification suggests the parts are unique, with transitional costs or technical specificity preventing standard competitive procurement processes. The contract appears to be for the Utah state government, specifically for a training facility, with the procurement driven by specific technical and operational requirements that can only be met by InVeris.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
