About this opportunity

The Water Emergency Transportation Authority (WETA) is seeking qualified individuals or firms to provide comprehensive vessel repair and drydock services for the Intintoli vessel. The procurement involves a detailed scope of work including water jet removal, vessel repair and servicing, underwater hull and sea valve inspection and repairs, and support for United States Coast Guard (USCG) inspection. Proposers must provide complete drydock activities in full compliance with local, state, and federal regulations. The Request for Proposal (RFP) 25-049 was posted on August 15, 2025, with proposals due by September 23, 2025. Detailed technical specifications are outlined in Attachment G, which provides comprehensive requirements for the vessel maintenance and repair services. Potential proposers must carefully review the technical specifications, federal requirements, and various attachments including the docking plan, price proposal form, and insurance requirements to fully understand the project scope and submission expectations.

The contract opportunity includes specific requirements for Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation, as outlined in Attachments D1-D3. Proposers must complete DBE reporting forms and provide documentation demonstrating compliance with federal participation requirements. The project will be partially financed with federal funds, which triggers additional compliance and reporting obligations. Proposers must submit various certifications, including a Buy America Certificate and Lobbying Certificate, as part of their proposal package. While specific budget ranges are not explicitly stated, the comprehensive nature of the drydock and repair services suggests a significant contract value. The procurement appears open to various types of marine repair firms and contractors with demonstrated expertise in vessel maintenance, repair, and drydock services, with a particular emphasis on meeting federal and local regulatory standards.
