About this opportunity
The State of Delaware Department of Health and Social Services, Division of Public Health, is seeking a vendor to provide professional interviewing services to administer the Delaware Adult Tobacco Survey (ATS), an annual telephone-based survey of non-institutionalized Delaware residents age 18 and older. The primary objective is to assess the prevalence of tobacco use and factors affecting tobacco consumption among Delaware adults, with data supporting the Division's Tobacco Prevention and Control Program and evaluation efforts since 2002. The survey employs a random-digit dial dual-frame methodology utilizing both landline and cell phone samples, with a target of approximately 1,200 completed interviews annually. The selected vendor will be responsible for developing and testing the Computer-Assisted Telephone Interviewing (CATI) script, obtaining residential samples, conducting a pretest with at least 30 respondents, calculating sampling weights, producing reports and infographics, and delivering raw and cleaned datasets with appropriate documentation. Evaluation will be based on five scoring criteria: Qualifications of Vendor (20 points), Methodology Proposed (25 points), Responses to Scope of Services (25 points), Staffing, Recruitment, and Training (15 points), and Evaluation of Proposed Costs (15 points). The deadline for submission of questions is February 24, 2026, at 3:00 PM EST, with proposals due April 21, 2026, at 1:00 PM EDT; award notification is estimated for May 12, 2026, with a project start date of September 1, 2026. The initial contract term is one year with four optional one-year renewal extensions.
Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $3,000,000 per aggregate, along with either Medical/Professional Liability, Miscellaneous Errors and Omissions, or Product Liability insurance at matching coverage levels. All proposals must be submitted electronically through the Euna Procurement Portal, and vendors must complete several required attachments including a Non-Collusion Statement, Exceptions Report Form, Business References form (requiring a minimum of three references with complete contact information and years of business association), Subcontractor Information Form, and a Confidential Information Form. The RFP does not identify an incumbent vendor or current contractor. Vendors must attest that no non-public State data will be stored or transferred outside the United States, and awarded vendors will be required to submit monthly usage reports and subcontracting reports on an ongoing basis. The contract does not specify explicit budget ranges or award values, though the potential exists for increases in the target sample size if additional funding becomes available during the contract period. Prospective bidders may identify relevant business certifications including Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE), Veteran Owned Business Enterprise (VOBE), and Service-Disabled Veteran Owned Business Enterprise (SDVOBE) designations on required proposal forms.
