About this opportunity

The Texas Department of Transportation (TxDOT) is soliciting proposals for international flight support services under RFP 601440000054772, a re-advertisement of Solicitation 601440000054204. The non-mandatory pre-response conference is today, November 2, 2026, at 2:00 p.m. Central Time via Microsoft Teams, questions are due November 3, 2026 at 5:00 p.m., and responses close November 12, 2026 at 3:00 p.m. Central Time. No set-aside or preference program applies to the base evaluation, and the contract is non-exclusive with no guaranteed minimum quantities.

Scope covers research, flight planning, permit coordination, customs clearance processing, third-party service management, and fueling arrangements. Pricing is requested per flight leg by geographic segment, spanning U.S. and Canada, Mexico and the Caribbean, Central and South America with Europe, Russia and the CIS, the Middle East, Africa, India, Asia, and Australia/New Zealand, plus unflown leg fees and handling, third-party, and infrastructure fees. Respondents must return the pricing schedule in Excel, and any $0.00 unit price renders the response non-responsive. TxDOT may add or delete service facilities with five calendar days' written notice, and work must begin within ten business days of written authorization.

Vendors must have at least five years of international trip and fuel support experience within the past ten years, and relevant partner experience counts toward that requirement. Vendors must hold or obtain Texas Risk and Authorization Management Program (TX-RAMP) Level 2 certification and comply with the TxDOT Moderate security baseline. Vendors must complete a TxDOT Security Questionnaire within seven business days of request and provide VPAT and VADSIR documentation. Personnel driving to TxDOT work locations must hold a valid Texas driver license, with no DUI or DWI in the past three years and no more than two moving violations in that period. Vendors must conduct annual license checks and background checks on all personnel. Vendors must also register on the Comptroller's Centralized Master Bidders List (CMBL) under applicable NIGP codes.

Required forms include an Execution of Proposal, where omission renders the response non-responsive; a Texas Family Code schedule requiring names and Social Security numbers of owners holding at least 25% interest, or a checkbox indicating non-applicability; a Vendor Qualifications, Experience, and References Schedule with at least two references; and Exceptions and Assumptions schedules. The Execution of Proposal also carries optional tie-breaker preferences, including Texas resident bidders and service-disabled veteran-owned businesses.

Evaluation is weighted at 15 points for vendor qualifications and experience, 45 points for approach to the Statement of Work, and 40 points for pricing. TxDOT may conduct presentations, discussions, and negotiations with the highest-scoring respondents and may request Best and Final Offers. Tentative award is December 7, 2026. Procurement contact is Stacie Collins, CTCD, at Stacie.Maldonado@txdot.gov or 936-633-4339.
