About this opportunity

The Texas Alcoholic Beverage Commission is requesting quotations for internal audit services under RFQ 458-E260682, with responses due August 12, 2026.

A HUB Subcontracting Plan is required for contracts with expected values of $100,000 or more. Prime contractors must notify at least three Texas certified Historically Underutilized Businesses and two trade organizations or development centers of subcontracting opportunities, allow a minimum of seven working days for HUB responses, and demonstrate good faith effort either by awarding all subcontracting work to HUBs or meeting an agency-specified HUB goal.

Respondents must make mandatory affirmations including federal non-debarment certification, compliance with the Texas Free Enterprise and Antitrust Act, non-participation in boycotts of Israel or energy companies, and confirmation of non-foreign-adversary ownership or control. All respondents must identify individuals or entities with at least 25 percent ownership interest, provide Social Security Numbers for child support delinquency checks, and utilize E-Verify for employment eligibility verification. Quotation responses constitute firm and binding offers for 60 days from submission. Information provided is subject to the Texas Public Information Act, and respondents cannot designate substantial portions as confidential without risking disqualification.

Standard TABC contract terms apply, including record retention for a minimum of seven years after contract termination or completion of any litigation, unrestricted access to records for TABC, federal agencies, and state auditors, and indemnification of the State of Texas and TABC. TABC reserves the right to restrict, reduce, or terminate funding without penalty if appropriations are reduced or funds are reallocated, and may terminate the contract for convenience or for cause upon material breach, financial non-viability, or misrepresentation. Payment follows the Texas Prompt Payment Act under Texas Government Code Chapter 2251, and intellectual property created during performance vests entirely in TABC upon creation.
