About this opportunity

The City of Orlando is seeking a qualified contractor to provide Interior Plant Maintenance services through Request for Quotation RFQ23-0537, targeting live plant maintenance at two primary facilities: Orlando City Hall and Amway Center. The procurement requires a contractor to furnish all labor, materials, supplies, equipment, supervision, and expertise for comprehensive plant care, with a specific emphasis on maintaining consistent, professional maintenance crews who are experienced, courteous, and skilled. The solicitation mandates that the same maintenance personnel perform services throughout the contract year to ensure continuity and familiarity with site conditions. The contract term is one year, with potential for three additional twelve-month renewals, totaling a maximum four-year period. Key deliverables include monthly maintenance of 93 total plants across the two facilities, with specific requirements for plant health, appearance, and replacement. The bid response is due on October 25, 2023, at 2:00 PM, with electronic submissions required through the city's e-Procurement Portal. Contractors must provide detailed pricing proposals, including monthly maintenance costs and replacement plant discount rates, along with references, certifications, and comprehensive insurance documentation.

While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the documentation, the solicitation implies a competitive procurement process open to qualified plant maintenance service providers. The plant inventory spans 41 plants at City Hall and 52 plants at Amway Center, featuring diverse plant types including Foxtail, Bird-of-Paradise, Rhapis, and various palm varieties. Contractors must provide written notification thirty days in advance for any personnel changes and obtain city approval. Although a precise budget range was not specified, the comprehensive nature of the contract suggests a moderate-value service agreement. The city requires contractors to demonstrate professional capabilities, maintain high service standards, and provide a consistent, skilled maintenance team capable of adapting to the specific plant maintenance needs of municipal facilities. Prospective bidders should carefully review the detailed plant inventory and maintenance specifications to prepare competitive and comprehensive proposals.
