General Intent The Contractor shall provide on an as needed basis all labor, equipment, material, transportation, etc., required to provide trunk line cleaning and inspection services on an as needed basis to the locations of the Rahway Valley Sewerage Authority (Authority) as specified herein (Interceptor Sewer Line System). The Authority collection system includes sanitary sewers in easements and three inverted siphons. Sewer diameters range from 12 inch to 72 inch in diameter. The Contractor shall provide on an as needed basis all labor, equipment, material, transportation, etc., to remove varying quantities of debris, grease, roots and sludge from sanitary sewers and to inspect and evaluate the integrity of sanitary sewers. The Contractor will be required to provide, upon notice, operators, equipment and field supervision, utilizing vacuum sewer cleaning machines, power water jet machines and/or closed-circuit television, and recording system to accomplish the above. The Authority will provide 48 hours notice unless emergency conditions dictate otherwise. Material Disposal Sludge, dirt, sand, rocks, grease, and other solid or semi-solid material resulting from any cleaning operations performed in the Authority sewer lines shall be removed at the downstream manhole/location of the section being cleaned. Passing material from pipeline to pipeline, which could result in line stoppages, wet well accumulations or pump damage shall not be permitted. The Authority will provide a disposal site at its treatment facility for all debris removed from the sewer lines during the cleaning operations. Any hazardous waste material encountered will be considered as a changed condition to be dealt with at that time. Sewer Cleaning Light and heavy cleaning are only required when authorized by the Owner for special situations in which the camera cannot progress or better visibility of pipe conditions are desired. Designated sewer manhole sections shall be cleaned using hydraulically propelled, high-velocity jet, vacuum and/or mechanically powered equipment. Selection of the equipment used and the time of day when the work will be performed shall be based on the condition of the sewer lines at the time the work commences. The equipment and methods selected and the time of day when the work will be performed shall be satisfactory to the Authority. The equipment shall be capable of removing dirt, grease, rocks, roots, and other materials and obstructions from the sewer lines and manholes. In areas where substantial root intrusion is observed, the Contractor shall provide an appropriately sized root cutter for the pipe diameter. The use of chain flails for any reason will not be permitted. If cleaning of an entire section cannot be successfully performed from one manhole, the equipment shall be set up at another manhole and cleaning again attempted. If successful cleaning cannot be performed or the equipment fails to traverse the entire length of pipe between manhole sections, it will be assumed that a major blockage exists and the cleaning effort shall be abandoned. The number of attempts to clean the sewer and clear the blockage(s) shall be determined by the Authority. If a blockage impedes the CCTV inspection of the sewer in one direction, then the Contractor shall attempt to complete the section by televising from the other manhole to complete the section, wherever possible. 6. Closed Circuit Television Inspection (CCTV) The Contractor shall furnish and maintain, in good condition, all televising equipment necessary for proper execution of the work. The system shall have the capability of recording on video display and digital photographs written information identifying each pipe segment inspected and a metering device measuring distance to the nearest tenth of a foot. Color television camera(s) used for sewer line inspections shall be specifically designed and constructed for such inspections based upon the diameter range of the pipeline being inspected. Lighting for the camera(s) shall be suitable to allow a clear picture of the entire periphery of the pipe. The camera(s) shall be operative in 100% humidity conditions. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Authority; and if unsatisfactory, the equipment shall be removed and no payment will be made for an unsatisfactory inspection. CCTV camera used for the inspections shall be color, pan, tilt and zoom view type capable of panning 360 and tilting 270. Digital photograph files shall meet or exceed a resolution of at least 640 x 480 pixels and be in JPEG format. The minimum acceptable camera resolution is 420 tv lines. Video files shall be submitted in MPEG 4 format unless alternate format is approved in advance by the Authority. Radial view (360-degree optical lens) robotic/tractor driven systems shall be employed if at all possible in the smaller diameter pipes for further clarity. Skids, floats and/or rafts may be necessary and are to be made available, for the larger diameter sewer lines (approximately 36 or greater). The camera must be centered in the pipe to provide accurate distance measurements to provide locations of features in the sewer and these footage measurements shall be displayed and documented on the video. The camera must be able to survey a distance of 1,500 feet in both downstream and upstream directions from manhole, granted flow conditions are permitting. All PACP Observations shall be identified by audio and on PACP log. All video must be continuously metered from manhole. The CCTV system must support integrations to the Esri ArcGIS system, specifically providing the ability to consume/use ArcGIS system-based asset layers, such as sewer pipes, manholes, sewer laterals, etc. as the asset inventory to perform CCTV inspections against; and push inspection information, not limited to condition score, inspection metadata, and observation locations, to layer(s) in ArcGIS. Pipe condition coding for pipes subjected to CCTV inspection shall be conducted in accordance with the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP). The Contractor performing the inspection shall provide qualifications for performing 26 CONTRACT #2630 INTERCEPTOR SEWER CLEANING & INSPECTION SERVICES Exhibit A (Cont.) this work including experience and knowledge of NASSCOs PACP procedures. The inspection team leader must demonstrate experience on similar projects with at least 250,000 linear feet of pipe inspection and PACP coding in accordance with NASSCOs pipeline assessment program, and hold a current NASSCO PACP Certification that is valid at the time of the execution of the Contract. The Contractor must also consider weather conditions to obtain the best video image of the sewer. This may require the Contractor to delay any video work after major rain events until the system can return to lower dry weather flow. Maximum depth of flow for CCTV inspections shall be 30 percent of the pipe diameter. If the depth of flow is greater, the CCTV inspection shall be performed during the low flow periods between the hours of 10:00 p.m. to 6:00 a.m.
