About this opportunity

Broward County has issued a multi-year, open-end contract solicitation for an Interactive Queuing Management System (QMS) targeting the Consumer Protection Division and potentially other county agencies, including Animal Care, Building Code, and Aviation. The web-based QMS must support 1,000-5,000 monthly users with annual visit volumes ranging from 12,000 to 60,000, providing comprehensive functionality such as remote appointment scheduling, customer check-in options, customizable queues, multilingual support, and real-time reporting capabilities. The system must be ADA compliant, offer high-security standards including SOC 2 Type 2 compliance, support Android and iOS apps, and integrate with business intelligence applications. Vendors are required to submit electronic proposals through BPRO by November 19, 2025, with a designated period for questions and clarifications prior to submission. The initial contract period will commence on the award date or upon expiration of the current contract on February 28, 2026, and will terminate one year from that date, with potential for four additional one-year renewals based on vendor performance.

The solicitation includes provisions for Small Business Enterprises (SBEs) and County Business Enterprises (CBEs), offering procurement preferences where certified firms can match lowest bids or receive consideration in proposal evaluations. Vendors must complete various certification forms, including Criminal History Screening, Domestic Partnership Act Certification, and Anti-Human Trafficking Affidavit, demonstrating compliance with local regulations. The county requires comprehensive insurance coverage, with vendors needing to provide documentation through carriers authorized in Florida with specific rating requirements. While no specific budget range is explicitly stated, the pricing sheet includes tiered pricing structures for annual visit volumes up to 50,000, 100,000, and 150,000 visits, suggesting flexibility in contract value. Notably, the solicitation emphasizes that there is no guaranteed minimum quantity of goods or services, and all stated quantities are estimates, providing the county significant procurement flexibility.
